ACA | Manager of Financial Services Salary:$85,995.00 (D.O.Q)SECTION I - JOB DESCRIPTIONSUMMARYAssists the County Auditor in the management of Payroll & Accounts Payable Divisions of the Cameron County Auditor's Office. Requires qualified individual to understand, interpret and follow federal, state and local guidelines related to governmental accounting & preparation of Annual Financial Comprehensive Report (ACFR). Ensure IRS compliance of county-wide vendor payments & employee compensation. Acts as the County Auditor 's liaison and coordinates special projects. Make recommendations to the County Auditor and 1st Assistant Auditor on procedures for County financial operations. Preferred: 3 - 5 years supervisory experience in accounting, audit and/or preparation of financial statements, preferably with a government entity. KNOWLEDGE, SKILLS, AND ABILITIESGood working knowledge of operating procedures and office administration; excellent verbal and written communication skills; skills in operating computer and basic office equipment; ability to communicate effectively with diverse groups of individual utilizing tact and diplomacy; ability to effectively respond to questions and complaints; ability to establish and maintain effective working relationships with County employees, Elected/Appointed Officials, governmental representatives, precinct constituents, outside agencies and the general public; ability to work independent of direct daily supervision, ability to analyze problems and develop solutions, adapt to rapidly fluctuating situations as well as handle multiple simultaneous projects.SECTION III-JOB DIMENSIONSCONTACTSExternal Contacts: General public and/or other agencies.Internal Contacts: Constant contact with Elected/Appointed Officials, Division/Department Heads, subordinates, and frequent contact with other County Employees. Communicating is primarily face-to-face, via telephone, and through written communication.RESPONSIBILITYWill have supervisory responsibility over Auditor Staff; will handle confidential information.DIFFICULTYIndependent judgment is required for all duties. Coordination with staff for team work; coordinates with peers to meet required reporting.GUIDANCEEmployee maintains a level of independence; must be able to work independently, self disciplined. Employee selects appropriate procedures required to complete work assignments through accounting/auditing procedures.WORKING CONDITIONPhysical requirements include lifting/carrying 10 lbs. occasionally; visual acuity, speech and hearing; hand and eye coordination, and manual dexterity necessary to operate computer keyboard and basic office equipment; subject to sitting for long periods of time, standing, walking, reaching, twisting and handling to perform the essential functions.
