    JOB SUMMARY

    Under the general direction of the City ABC Administrator serves as the ABC Enforcement Officer of the City. Position works with minimal supervision to ensure compliance by licensed establishments with the Commonwealth of Kentucky ABC laws and the City of Elizabethtown ABC ordinances. Prepares reports on a regular basis about the operation of the City ABC program to the ABC Administrator and the City Administrator.

    QUALIFICATIONS

    Minimum:

    • High school graduate with additional law enforcement training.
    • Possess a valid Kentucky Drivers
    • Maintain all requirements of the Kentucky Peace Officers Profession Standards Act (POPS).
    • Familiarity with terminology of law enforcement and alcohol laws.
    • Proficient in Microsoft Office Suite or similar software, including any law enforcement software.

    Knowledge of:

    • Office practices, procedures, and equipment.
    • Investigative procedures and preparation of reports

    Skilled In:

    • Establishing and maintaining effective working relationship with other employees, local businesses and the public.
    • Communicate effectively and coherently over law enforcement radio channels while initiating and responding to radio communication.

    Ability to:

    • Exercise good judgment, courtesy and tact in dealing with the public to include receiving calls, providing and obtaining information.
    • Operate modern office equipment through the utilization of hands and fingers.
    • Hear and communicate clearly in person and by telephone.
    • Visually review applications and forms, financial reports and similar documents.
    • Place records in their proper location in the office by standing, walking, stooping and carrying file folders, plans and other items (up to 15 pounds at times).
    • Operate a motor vehicle to visit business establishments and physically inspect the premises.
    • Physically capable of performing essential job functions.

    ESSENTIAL FUNCTIONS

    • In an office setting, receives visitors and telephone calls.
    • In the field, visits local business establishments to meet and talk with their personnel about compliance with the ordinances, rules and regulations relating to ABC and provides businesses with information to assure understanding with current rules and regulations.
    • Assists the ABC Administrator in reviewing applications and issuing licenses. This involves maintaining files and records for these licenses through the use of a computer by regularly sitting, talking and hearing then frequently using hands and fingers to enter data/information.
    • Schedule inspections and prepare notices relating to enforcement of the City ordinance. Inspections and enforcement activities are coordinated with the Police Department and KY ABC personnel.
    • Coordinates general ABC activities with ABC Administrator, other enforcement officers and the Finance Department.
    • Operates modern office equipment.
    • Visually reviews and processes documents and places documents in proper storage location.
    • Reviews and investigates questions and complaints from the general public and license holders.
    • Participates in training to assure understanding of KY ABC laws. Conducts a training program for local license holders and their staff as necessary.
    • During festivals and outdoor events, must physically inspect and monitor the activities by traversing the setting of the event in a variety of weather conditions.
    • At times, works a varying work schedule to be able to monitor license holders during allowable hours and days of operation as permitted by ABC laws.
    • Prepares clear and concise reports on the overall program and specifically for each license holder to include all investigations, site inspections and training records.
