    Employment Terms:

    • Employment terms covering compensation, benefits, and working conditions are specified by the Board of Education's policies, procedures, and agreements.
    • Salary will be commensurate with experience and certification and will be based upon the candidate's qualifications.

    Position Overview:

    The Section 504 Coordinator ensures the district's compliance with Section 504 of the Rehabilitation Act by overseeing the identification, evaluation, accommodation planning, and monitoring of students with disabilities who require supports to access educational programs and activities. This position collaborates with administrators, counselors, teachers, families, and service providers to develop and implement effective 504 plans. The 504 Coordinator provides guidance, training, and oversight to ensure equitable access, procedural compliance, and consistent implementation of accommodations while serving as a resource to staff and families regarding Section 504 requirements and protections.

    Qualifications:

    • Bachelor's degree in education, ESL/ELL, linguistics, counseling, special education, curriculum and instruction, administration, or a related field required; Master's degree preferred.
    • Valid Missouri teaching or educator certificate required.
    • Missouri ESL certification or endorsement preferred.
    • Experience working in a K12 educational setting, preferably in roles supporting English learners, special education, counseling, student services, or program compliance.
    • Experience coordinating student support plans, instructional programs, accommodations, or compliance-related processes strongly preferred.
    • Knowledge of federal and state requirements related to English learners, including ESSA, Title III, and Missouri DESE guidance.
    • Understanding of language acquisition theory and effective instructional strategies for ELL students.
    • Familiarity with Section 504 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), and related federal and state regulations.
    • Strong data analysis, organizational, documentation, and record-keeping skills.
    • Demonstrated ability to maintain confidentiality and use data to support compliance and instructional decision-making.
    • Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
    • Ability to work productively with families from varied cultural and linguistic backgrounds.

    504 Coordinator Essential Duties and Responsibilities:

    • Coordinate the identification, referral, and evaluation process for students potentially eligible for Section 504 services.
    • Ensure development, implementation, and ongoing monitoring of Section 504 accommodation plans.
    • Facilitate and participate in 504 team meetings, including eligibility determinations and plan reviews.
    • Ensure compliance with federal Section 504 regulations, district policies, and procedural safeguards.
    • Serve as a resource to administrators, teachers, and staff regarding Section 504 requirements and accommodations.
    • Provide training and guidance to staff on Section 504 procedures, documentation, and implementation.
    • Monitor fidelity of accommodation implementation across classrooms and settings.
    • Maintain accurate records and documentation related to 504 evaluations, plans, and reviews.
    • Collaborate with families to explain rights, processes, and accommodation plans.
    • Coordinate with special education staff to ensure appropriate differentiation between IDEA and Section 504 services.
    • Address concerns, complaints, and grievances related to Section 504 in collaboration with district leadership.
    • Ensure timely reevaluations and updates to 504 plans as required.
    • Analyze data to identify trends and ensure equitable access to programs and services.
    • Support school administrators in resolving compliance or implementation issues.
    • Perform other duties as assigned by the Superintendent or designee.

    ELL Coordinator Essential Duties and Responsibilities:

    • Coordinate and oversee the district's English Language Learner (ELL) program in compliance with federal and state requirements (ESSA/Title III and DESE guidance).
    • Ensure timely identification, screening, placement, and exit of English learners using approved assessment tools.
    • Monitor student progress in English language proficiency and academic achievement.
    • Support schools in developing, implementing, and monitoring language instruction educational programs (LIEPs).
    • Collaborate with principals, teachers, counselors, and support staff to ensure appropriate instructional services and accommodations for ELL students.
    • Provide professional development and coaching to staff on effective instructional strategies for English learners.
    • Ensure compliance with parent notification requirements and communicate effectively with families, including coordination of translation and interpretation services as needed.
    • Maintain accurate student records, program documentation, and compliance data related to ELL services.
    • Analyze program data and prepare required reports for DESE and federal accountability purposes.
    • Coordinate use of Title III funds and monitor expenditures in alignment with program goals.
    • Serve as a district resource on English learner policy, procedures, and best practices.
    • Support curriculum alignment and instructional materials that promote language development and academic success.
    • Collaborate with special education, Section 504, and other student support services to ensure appropriate services for dually identified students.
    • Participate in program evaluation and continuous improvement efforts.
    • Perform other duties as assigned by the Superintendent or designee

    Physical Requirements and Environmental Factors:

    • Ability to stand, walk, and move around for long periods.
    • Ability to see and read, with or without vision aids, a computer screen and printed matter, and to distinguish colors.
    • Sufficient hearing to understand speech at normal room levels, and to hear and understand speech on the telephone.
    • Manual dexterity to operate a telephone and enter data into a computer using both hands.
    • Ability to exert up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects.
    • Ability to communicate effectively and efficiently with sufficient volume to be heard in normal conversation, on the telephone, and when addressing groups.
    • Ability to lift, bend, stoop, pull, grasp, and carry a variety of objects of different shapes and sizes.
    • Must hold a valid driver's license and be able to travel to buildings within the district.
    • Able to perform other duties assigned by the Superintendent.
