Primary
Purpose:
Lead
strategic
development,
long-range
planning,
and
execution
of
bond
program
and
capital
improvement
projects.
Oversee
all
facets
of
construction
from
design
through
completion.
Manage
bond
program
and
capital
improvement
budgets,
monitor
expenditures,
and
ensure
cost-effective
and
timely
execution.
Act
as
liaison
between
the
District,
architects,
engineers,
consultants,
contractors,
and
governing
agencies.
Qualifications:
Education/Certification :
Bachelor's
Degree
required
or
equivalent
with
a
minimum
of
three
(3)
years
of
experience
OR
Associate's
Degree
or
equivalent
of
two
years
of
full-time
study
with
a
minimum
of
ten
(10)
years
of
experience
Valid
Texas
driver's
license
with
a
good
driving
record
TASBO
Certification,
preferred
Experience:
Minimum
of
three
(3)
years
of
progressive
experience
in
construction
project
management,
capital
improvement
planning/forecasting,
general
maintenance
construction
management,
contract
negotiations,
contract
administration,
project
budget
management,
and
procurement
of
construction
services,
within
a
public
education
setting
with
a
Bachelor's
degree
OR
a
minimum
of
ten
(10)
years
of
experience
with
an
Associate's
or
equivalent

Major
Responsibilities
and
Duties:
1.
Manage
and
coordinate
construction
activities
for
all
contractors
assigned,
and
prepare
required
plans,
specifications,
and
Board-related
documents.
2.
Work
with
the
Executive
Director
of
Facilities
and
Maintenance,
Architects,
and
Purchasing
to
develop
RFP
and
RFQ
solicitations.
3.
Develop
and
oversee
construction
contracts
with
assistance
from
Purchasing.
Initiate
and
approve
contracts
and
requisitions
for
submission
to
the
Executive
Director
of
Facilities
and
Maintenance.
4.
Review
and
write
specifications
for
goods
and
services,
ensuring
compliance
with
district
construction
standards
and
state
and
federal
code
requirements.
5.
Assist
with
preparing
and
administering
project
budgets;
analyze
and
review
budgetary
and
financial
data;
and
monitor
and
authorize
expenditures
in
accordance
with
established
guidelines.
6.
Reviews
construction
applications
for
payment
with
project
managers,
architects/engineers,
contractors,
and
administration
to
determine
appropriate
payments
due
to
construction
professionals.
7.
Works
with
design
professionals
and
contractors
to
resolve
concerns,
deficiencies,
and
scheduling
problems
encountered
in
construction
projects.
8.
Submits
regular
construction
progress
reports
9.
Accomplish
construction
project
results
by
defining
project
purpose
and
scope;
calculating
resources
required;
establishing
standards
and
protocols;
allocating
resources;
scheduling
and
coordinating
staff
and
subcontractors;
evaluating
milestone
assumptions
and
conclusions;
resolving
design
problems;
and
evaluating
and
implementing
change
orders.
10.
Meet
construction
budget
by
monitoring
project
expenditures,
identifying
variances,
and
implementing
corrective
actions.
11.
Prepare
required
plans,
specifications,
and
Board-related
documents
in
support
of
the
GISD
School
Facilities
Capital
Improvement
Program.
12.
Support
all
Facilities
and
Maintenance
functions
by
collaboratively
approaching
long-range
facility
planning
and
construction.
13.
Perform
all
other
duties
as
assigned.
