Primary
Purpose:
Responsible
for
supporting
and
assisting
the
Office
of
General
Counsel
and
Employee
Relations
departments.
Conducts
research,
coordinates
public
information
requests,
prepares
documentation,
and
helps
with
hearing
preparation.
Qualifications:
Education/Certification:
Bachelor's
Degree
in
Human
Resources,
Management,
Legal,
or
a
related
field
Master's
Degree
in
Human
Resources,
Legal
Studies,
or
Educational
Administration,
preferred
Experience:
Minimum
of
three
(3)
years
of
progressively
responsible
experience
in
human
resources
management,
employee
relations,
legal,
or
public
school
administration
Previous
school
district
experience,
preferably
in
the
state
of
Texas
Special
Knowledge/Skills/Abilities:
Knowledge
of
the
administration
of
assigned
programs
and
applicable
laws
Strong
knowledge
of
contract
administration
and
other
legal
processes,
such
as
the
Texas
Public
Information
Act,
coordinating
subpoenas,
and

Major
Responsibilities
and
Duties:
1.
Assist
with
the
administration
and
monitoring
of
the
District's
contract
review
platform
and
communicate
with
stakeholders
on
potential
revisions
and
the
status
of
agreements.
2.
Review
campus-based
agreements
to
ensure
stakeholders
comply
with
applicable
laws
and
board
policies,
and
consult
with
the
District's
legal
counsel
as
needed.
3.
Coordinate
responses
or
document
collection
for
subpoenas
and
public
information
requests.
4.
Assist
with
identifying
and
responding
to
employee
issues;
collaborate
with
district
leadership
to
ensure
preemptive,
effective
employee
communications.
5.
Assist
with
administering
the
employee
grievance
procedures
adopted
by
the
board
and
maintaining
grievance
files.
6.
Assist
with
the
investigation,
analysis,
and
decision-making
process
regarding
personnel
problems
and
other
related
policy
issues.
7.
Support
directors,
officers,
employees,
and
other
government
agencies
on
employment,
record
keeping,
retirement,
grievance,
and
other
personnel
matters
and
procedures.
8.
Inform
employees
of
personnel
policies,
procedures,
and
programs
that
affect
them.
9.
Coordinate
communication
of
investigation
findings
and
document
investigation
efforts
with
Stakeholders.

Ensure

Interpret

and

ensure
the
support
of
directors,
officers,
employees,
and

and
procedures.

Ensure
procedures
are
followed
to
inform
employees
of
personnel
policies,
procedures,
and
programs
that
affect
them.
13.
Stay
abreast
of
current
research
and
best
practices
in
employee
relations
management
and
development
across
educational
and
non-educational
settings,
and
adjust
plans,
policies,
and
procedures
accordingly.
14.
Partner
with
district
leaders
to
develop,
recommend,
and
amend
policies,
regulations,
processes,
and
tools.
15.
Testify
in
administrative
hearings
or
court
when
necessary.
Training
and
Research
16.
Advise
supervisors
on
district
policies
and
procedures
to
support
employee
performance
management
and
corrective
actions,
including
discipline
and
dismissal,
as
well
as
complaint
management.
17.
Recognized
functional
expert
who
regularly
facilitates
employee
relations
processes
and
projects
critical
to
the
organization
in
support
of
a
high-performance
workplace,
including
administrative
leaves,
grievances,
and
disciplinary
actions.
18.
Partner
with
the
Office
of
General
Counsel
and
Employee
Relations
departments
to
conduct
legal
and
employee
issues
training.
19.
Advises
employees
on
the
employee
grievance
and
investigations
process.
20.
Interprets,
implements,
and
administers
organization-wide
Board
policies
and
processes.
21.
Draft
clear
and
concise
written
communications
to
address
employee
concerns
and
accurately
relay
information
regarding
district
policies.
