The Benefits & Pension Specialist serves as a knowledgeable and responsive resource to employees, retirees, administrators, benefit providers, pension systems, and payroll vendors while maintaining the highest standards of confidentiality, accuracy, customer service, and professional judgment, in addition to completing the routine work necessary for the smooth and efficient operation of the Human Resources Office. Performance Responsibilities: Maintain current working knowledge of and administer employee leave processes in compliance with applicable federal, state, local, district, contractual, and benefit-plan requirements, including the Family and Medical Leave Act (FMLA), New Jersey Family Leave Act (NJFLA), New Jersey Family Leave Insurance, COBRA, HIPAA, the Affordable Care Act, workers' compensation requirements, and other applicable laws and regulations.Administer and coordinate employee leaves of absence, including maternity, parental, medical, family, disability, and other statutory or contractual leaves.Serve as a confidential point of contact for employees requesting, using, or returning from leave; provide required forms, notices, timelines, procedural guidance, and information regarding documentation requirements.Monitor and track leave eligibility, usage, certification and recertification deadlines, intermittent leave, benefit continuation, pension implications and contributions, return-to-work documentation, and related personnel actions.Process and maintain accurate benefit, pension, and personnel-record changes associated with leaves of absence, employee status changes, benefit deductions and contributions, and other related transactions.Maintain confidential leave, medical, benefits, pension, and personnel records; prepare, reconcile, and submit required notices, certifications, reports, and supporting documentation in accordance with privacy, record-retention, reporting, and compliance requirements.Collaborate with employees, supervisors, the Human Resources Department, Payroll Specialist, Business Office, benefit carriers, pension agencies, third-party administrators, disability carriers, and other appropriate parties to ensure accurate, timely, and compliant administration of benefits, payroll, pension, and leave matters.Prepare and reconcile Chapter 44 health-benefits data, reports, and supporting documentation to verify the accuracy of employee contribution, district cost, enrollment, and plan information before required submission.Maintains records and calculates contractual payments for employee health benefits, health benefit waivers, and sick and vacation leave payouts; reconciles monthly benefit invoices and prepares purchase orders for health benefit reimbursements in accordance with applicable collective bargaining agreements and district policies.Provide general procedural guidance to employees regarding leave options, benefits continuation, and required documentation; refer legal, medical, benefits-eligibility, pension, and other complex compliance matters to the appropriate administrator, carrier, pension agency, or legal counsel.Assist the Human Resources Manager and Assistant Superintendent of Human Resources and Curriculum in monitoring compliance with district policies, collective bargaining agreements, benefit-plan provisions, and applicable federal and state leave laws.
