Description of Job

The Facilities Division is responsible for the management, maintenance, preservation, and strategic planning of all History Colorado facilities and infrastructure. This includes statewide building operations, capital construction, controlled maintenance, deferred maintenance planning, and long-range facility investment.

The Deputy Director of Facilities serves as an operational leader responsible for the implementation, management, and coordination of facilities operations and capital project delivery across assigned portions of History Colorado's statewide facilities portfolio. This position executes division priorities by overseeing facility operations, maintenance programs, and capital projects, ensuring alignment with organizational goals, regulatory requirements, and established division standards. Deputy Directors are responsible for implementing these efforts across assigned sites by managing operations, executing capital projects, and ensuring consistency with division standards and expectations.

Work includes but is not limited to the following:

Brief Duty Description:

Facilities Operations Management

  • Facilities Operations Management

  • Leads day-to-day facilities operations across assigned sites, ensuring buildings are safe, functional, and aligned with organizational needs and division standards.

  • Determines operational priorities and resource allocation within assigned sites, and responds to operational issues impacting building performance.

  • Capital Project Delivery & Implementation: Implements and manages capital construction and controlled maintenance projects in alignment with division priorities and established strategies.

  • Oversees project scope, schedule, and budget execution, and coordinates with architects, engineers, and contractors.

  • Develops and implements preventative, predictive, and deferred maintenance programs to support asset longevity and operational efficiency. Establishes maintenance schedules and priorities within assigned areas and identifies infrastructure risks and maintenance needs.

  • Demonstrates and reinforces professionalism across assigned teams through strong job knowledge, accountability, communication, interpersonal effectiveness, and customer service. Establishes expectations for professional conduct, communication, and accountability across facilities staff.

  • In partnership with the Senior Director, this position manages operational budgets and supports implementation of capital budgets within assigned areas. Tracks expenditures and adjusts resource allocation while ensuring compliance with fiscal policies.

  • Collaborates with internal teams and external partners to support operations and project implementation. Coordinates facility support for programs and events.

  • Ensures facility operations align with agency-wide safety, security, and emergency preparedness efforts. Implements safety, security, and emergency preparedness protocols at the site level and evaluates facility-related risks to determine appropriate mitigation actions.

Supervision

  • Provides leadership and direction both directly and indirectly to facilities staff and leads personnel across assigned sites. Directly or indirectly supervises Facilities Specialists and lead personnel, and is responsible for hiring, performance management, and disciplinary recommendations.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Professional Experience: 5 years of full-time professional experience in facilities management, building operations, and capital project delivery.

  • Operational Leadership & Supervision: Proven experience providing independent operational leadership and direct supervision to facilities personnel, which includes accountability, coaching, and performance management.

  • Project & Budget Management: Demonstrated experience overseeing capital construction and controlled maintenance projects, as well as managing operational budgets and tracking expenditures.

  • Strategic Maintenance Implementation: Experience developing and executing preventative, predictive, and deferred maintenance programs.

  • Compliance & Regulatory Knowledge: Working knowledge of regulatory standards and state compliance requirements, including State of Colorado fiscal rules and Office of the State Architect State Buildings Program requirements.

Proven Experience, Knowledge, Skills:

  • Strategic Transitioning: Proven ability to transition facilities operations from a reactive service model to a strategic, proactive organizational partnership.

  • Tactical Decision-Making: Strong aptitude for independent, tactical decision-making regarding vendor management, service delivery, operational priorities, and staffing coordination.

  • Multi-Site Management: Experience executing priorities, managing resources, and ensuring consistent service delivery across a multi-site or statewide facilities portfolio.

  • Safety & Security Integration: Experience evaluating facility-related risks and implementing safety, security, and emergency preparedness protocols at the site level.

  • Cross-Functional Collaboration: Strong interpersonal and communication skills with the ability to navigate conflicts, coordinate with external partners, and support organizational programming and space planning needs.

Preferred Qualifications:

  • Strategic Operations Experience: Proven track record of transitioning facilities operations from a reactive service model to a strategic, proactive organizational partnership.

  • Advanced Leadership & Coaching: Demonstrated success in team leadership, including coaching, performance management, and cultivating leadership development among facilities personnel.

  • Capital Planning & Strategy: Experience collaborating on long-term capital planning, statewide facilities strategy, and space planning initiatives that support broader institutional goals.

  • Complex Implementation Leadership: Strong background in taking ownership of the operational implementation for major infrastructure improvements, deferred maintenance work, and large-scale organizational initiatives.

  • Tactical Decision-Making & Vendor Management: Advanced aptitude for independent, tactical decision-making regarding issue escalation, staffing coordination, vendor management, and service delivery optimization without needing to rely on centralized executive direction.

  • Cross-Departmental Collaboration: Experience partnering cross-functionally to ensure buildings and facilities function optimally in support of staff, public visitors, and specialized programming.

  • Safety & Compliance Strategy: Hands-on experience developing and integrating emergency preparedness, safety protocols, and compliance standards into day-to-day facility operations.
