DPS is seeking a Classification Analyst. In this role, you will provide job evaluation, analysis, and consultation for assigned agency programs, conduct individual position audits to ensure employees are correctly classified, write formal classification determinations, and design and administer while participating in job classification studies, Hay evaluations, and projects. You will also provide strategic planning and guidance to agency managers and supervisors. The person in this role will ideally be an expert in conducting research and gathering information from a variety of sources, analyzing, and synthesizing complex details, communicating, and explaining job audit results, developing strong and collaborative partnerships with managers, and proactively seeking opportunities to stay informed of division and program workforce needs. This position will work collaboratively as part of the Staffing Team and also be responsible for carrying out staffing services.

This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where DPS and state labor negotiations proposals are discussed and evaluated; provides data and information to labor negotiations as it relates to job allocation and selection issues.

Minimum Qualifications

Two (2) years* professional Human Resources experience with general knowledge of job analysis, compensation analysis, and/or classification.

*Bachelor's degree in Human Resources, Industrial Psychology, Organizational Management, or other closely related field as determined by the agency may substitute one (1) year of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience interpreting or applying job classification criteria, reviewing job duties, position descriptions, or organizational structures to ensure alignment with job classes and statewide standards.

  • Skills demonstrating research and job analysis. Skill in writing formal reports, research papers, or memorandums.

  • Coordinating selection activities including the development of job announcements, determining position qualifications, reviewing applicant qualifications and assisting hiring managers with the development of vacancy announcements.

  • Relationship building skills sufficient to build strong, collaborative working partnerships with agency managers and supervisors and be regarded as a trusted advisor.

  • Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research, and evaluate alternatives, independently make sound decisions, resolve conflicts, and provide guidance on a variety of HR issues.

  • Communication skills to explain sensitive, controversial decisions to employees and management in a clear and concise manner.

  • Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

Preferred Qualifications

  • Bachelor's or advanced degree in Human Resources or other closely related field.

  • Experience interpreting and applying collective bargaining unit contracts and plans.

  • Experience with job evaluation system such as the Hay method.

  • Experience conducting job classification and/or compensation studies.

  • Knowledge of FLSA policies and procedures.

Physical Requirements

Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
