General Description

Under the direction of the Director of Youth Services, the Youth Leadership Coordinator designs, develops, coordinates, and facilitates the execution of specified youth programming in addition to other related projects and initiatives for the Department of Recreation and Human Services (DRHS). The incumbent in this title is responsible for sustaining grant-funded programs within the requirements established by the funder. In addition, they oversee and manage programming for civic engagement, social justice, and literacy initiatives in conjunction with the Rochester City School District (RCSD) and other youth organizations. The incumbent in this position provides direct supervision to staff members and may be required to work nights and weekends. Performs related work as required.

This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

Typical Work Activities

  • Coordinates the logistics and framework for youth programs and services and oversees their design, development, and implementation;
  • Ensures that designed programs and services are in alignment with the mission, vision, and strategic plan for DRHS;
  • Ensures the compliance of all program and service delivery with policies, procedures, and funding guidelines;
  • Develops key performance indicators and uses them to evaluate and measure youth programs;
  • Engages the community in utilization of youth program services and ensures community needs and input are included with the design of programs and services;
  • Ensures that parent engagement, equity, and access are key components of each program design;
  • Acts as a liaison to the RCSD and community agencies for initiatives and programs focused on civic engagement and social justice;
  • Communicates internally and externally regarding youth initiatives within the City and Monroe County;
  • Provides supervision and training to staff members;
  • Assists in the coordination of grant-related assessments, goal-setting, and evaluation efforts;
  • Monitors grant-related activities and completes necessary programmatic and fiscal reporting.

Minimum Qualifications

High School Diploma or Equivalent PLUS either I, II, III, or IV:

I. Master's Degree or higher in Human Services, Education, Business Administration, Public Administration, or a related field PLUS one (1) year of full-time experience (or its part-time equivalent) supporting a youth-related grant or program, which includes program development, implementation, and monitoring;

II. Bachelor's Degree in Human Services, Education, Business Administration, Public Administration, or a related field PLUS three (3) years of full-time experience (or its part-time equivalent) supporting a youth related grant or program, which includes program development, implementation, and monitoring;

III. Associate's Degree in Human Services, Education, Business Administration, Public Administration, or a related field PLUS five (5) years of full-time experience (or its part-time equivalent) supporting a youth related grant or program, which includes program development, implementation, and monitoring;

IV. Seven (7) years of full-time experience (or its part-time equivalent) supporting a youth related grant or program, which includes program development, implementation, and monitoring.

SPECIAL REQUIREMENT

New York State Driver's License at the time of appointment and maintained throughout employment in this title.
