Definition

Under general supervision of the Youth Services Manager, the Youth Development Specialist II develops, delivers, and evaluates, Boys & Girls Club Native Services programs for children and adolescents. This position delivers programming across the five BGCA Core Program Areas: Character & Leadership Development, Education & Career Development, Health & Life Skills, The Arts and Sports, Fitness & Recreation. The Youth Development Specialist II model's positive youth development practices and ensures culturally grounded programing for SRPMIC youth. This job class is treated as FLSA Non-Exempt.

Distinguishing Features: The Youth Development Specialist II differs from the Youth Development Specialist I by leading and instructing program activities, coordinating daily operations, and supporting part-time staff and volunteers. This position is eligible for progression and requires strong familiarity with programs and ability to build effective professional relationships.

Examples of Tasks

Program Leadership & Delivery

  • Assists Manager in administering programs and activities that support BGCA Native Services development outcomes.
  • Establish program objectives consistent with the SRPMIC mission, goals, and Community needs.
  • Oversee day-to-day program delivery in alignment with club standards, ensuring quality youth centered experiences.
  • Encourages member participation across all program areas and provides instruction, coaching, and constructive feedback.
  • Demonstrates leadership to ensure appropriate conduct, safety, and positive development of members.
  • Maintains safe, clean, well-ventilated, and well-lit program areas; ensures equipment is in good working condition.
  • Ensures emergency procedures are posted and that semi-annual fire drills and safety protocols are completed.
  • Participates in ongoing evaluation of youth programs to ensure responsiveness to Community needs
  • Tracks program expenditures within approved budget, as assigned.
  • Ensures program balance across all program areas.
  • Establishes and maintains an environment that promotes teamwork, interdependence, and ethical behavior.

Culture & Community

  • Provides group and individual instruction in O'odham/Piipaash language and cultural activities.
  • Maintains a supportive structure for cultural research and promotes O'odham/Piipaash language and traditions within Club programs.
  • Collaborates with Community cultural practitioners who teach traditional language and cultural knowledge to enhance programming.
  • Participates in Community cultural events and integrates cultural teachings into daily Club experiences.

Training

  • Supports manager in training and developing part-time staff and volunteers
  • Identifies training needs and contributes to annual performance planning.
  • Ensures part-time staff have equal access to development opportunities and information.
  • Participates in Boys & Girls Club training, workshops and professional development.

Communication & Outreach

  • Increase program visibility through schedules, announcements, flyers, and promotional materials.
  • Assists with planning and executing special events for the Youth Services Department.
  • Ensures event preparation and event responsibilities are completed accurately and on time.
  • Assists with newsletter content, flyers, and other media.
  • Communicates parental concerns and member issues to supervisor promptly.
  • Maintains facility standards in the absence of the Branch Manager or immediate supervisor.

Operations

  • Increase visibility of Club programs through daily schedules, announcements, flyers, and promotional materials.
  • Communicates parental concerns or youth issues to manager promptly. Ensures manager is informed of incidents, events, and required written reports.
  • Maintains facility standards consistent with SRPMIC and Club expectations in the absence of the Youth Services Manager.
  • Transports youth to and from activities by utilizing a tribal transportation vehicle (12-passenger van).
  • Promote and maintains an environment that promotes teamwork, interdependence, and ethical behavior.
  • Performs other job-related duties as assigned to maintain and enhance departmental operations.

Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of the culture, customs, traditions, history and government of the Salt River Pima- Maricopa Indian Community.
  • Knowledge of Federal and State laws, rules, and regulations related to public social services, youth programs, and childcare codes.
  • Knowledge of staff supervision practices.
  • Knowledge of Community-based prevention and intervention programs related to drugs, alcohol, violence, and gangs.
  • Knowledge of general office practices, confidentiality standards, and youth record protocols.
  • Knowledge of group dynamic and youth development principles.
  • Skill in organizing, scheduling, and managing groups of children and youth.
  • Skill in assessing individual and group needs and monitoring progress.
  • Skill in leading staff through positive supervision practices that promote teamwork and program excellence.
  • Skill in building effective working relationships with youth, families, co-workers, and partner agencies.
  • Skill in providing basic counseling to individuals, groups and families.
  • Skill operating standard office equipment and MS Office and Apple software.
  • Skill in supervising staff effectively to support program quality and safety.
  • Ability to communicate effectively verbally and in writing.
  • Ability to maintain accurate and timely program records.
  • Ability to make independent decisions related to youth care and program development.
  • Ability to organize and manage projects and people.
  • Ability to drive 12-15 passenger vans.
  • Ability to participate in physically challenging youth activities (camping, hiking, recreation).
  • Ability to work non-standard hours, including evenings and weekends.

Minimum Qualifications

Education & Experience: A High School diploma or a GED required. Associates degree preferred.

  • Two (2) years of full-time working in youth development, community-based prevention/ education programs or adolescent.
  • Must obtain First Aid and CPR certification within six months of employment.
  • Must obtain a Food Handler's Card within six months of employment.

Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.

Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill

Special Requirements

  • May be required to work nights, weekends and holidays.
  • Must pass an extensive background check including fingerprinting.
  • Employees in, and applicants applying for, jobs providing direct services to children are subject to the "Community Code of Ordinances", Chapter 11, "Minors", Article X. "Investigation of Persons Working With Children".
  • Must possess and maintain a valid Arizona Driver's License.
