JOB SUMMARY

This position is responsible for directing the design and development of capital projects for the university.

MAJOR DUTIES

Develops campus improvement concepts and projects.

Provides advice and consultation for university planning and development projects.

Produces detailed drawings for general construction projects.

Creates and develops plans based on interviews and research.

Researches current building methods and materials.

Writes bid packages for projects to be released for public bid.

Develops plans and specifications.

Develops and manages project budgets; reviews and approves project costs and changes; balances project budgets.

Diagnoses and resolves maintenance issues.

Manages construction projects.

Coordinates with other university personnel for inter-departmental projects.

Maintains related files and records.

Can be designated proxy for Associate Vice President when AVP is not available.

Performs related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of design, engineering and construction practices and standards.

Knowledge of budget development and management principles.

Knowledge of supervisory principles and practices

Knowledge of Oklahoma state expenditure laws for higher education and capital investments.

SUPERVISORY CONTROLS

The Assistant Vice President of Facilities Management assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include state bidding laws, building codes, OSHA standards, fire codes, and state purchasing laws. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

The work consists of varied management duties. The variety of complex projects which require prioritization and management contributes to the complexity of the position.

The purpose of this position is to direct the university's capital planning and project management functions. Success in this position contributes to the provision of safe, attractive, and functional environments for university operations.

Contacts are typically with co-workers, other university personnel, faculty, staff, students, community and business leaders, members of the news media, elected and appointed officials, engineers, architects, contractors, vendors and members of the general public.

Contacts are typically to give or exchange information, to resolve problems, to provide services, to motivate or influence persons, or to justify, defend or settle matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while intermittently sitting, standing, stooping, kneeling, walking, bending or crouching. The employee occasionally lifts light and heavy objects, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell.

The work is typically performed in an office, outdoors and on construction job sites, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts to include electrical outlets and panels. Work requires the use of protective devices such as masks, goggles, gloves, protective head gear, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Project Manager (1) Project Coordinator (1).

MINIMUM QUALIFICATIONS

Knowledge and level of competency commonly associated with the completion of a master's degree in a course of study related to the occupational field.

Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three to five years' experience in related construction/design.

Possession of or ability to readily obtain a valid driver's license issued by the Stat of Oklahoma for the type of vehicle or equipment operated.

PREFERRED QUALIFICATIONS

Minimum of one to three years' experience in higher education preferred.
