GENERAL DESCRIPTION:

Help create safer workplaces across Wyoming by serving as a trusted safety and health consultant to public and private employers throughout the state. In this role, you will partner with businesses, organizations, and government entities to identify workplace hazards, strengthen safety programs, and promote a culture of health and safety that protects Wyomings workforce.

You will conduct comprehensive workplace health and safety surveys, evaluate operations for compliance with the Wyoming Occupational Safety and Health Act, and provide practical recommendations to help employers reduce risks and improve workplace conditions. Through education, consultation, and technical assistance, you will empower employers to proactively address safety concerns and implement effective prevention strategies.

Responsibilities include preparing detailed reports that document findings, assess safety and health programs, identify hazards, and establish corrective action plans. You will also deliver training and educational presentations on a variety of occupational safety and health topics, helping employers and employees better understand regulatory requirements and best practices.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Make independent decisions in the field regarding rules and regulations, interpretation, and their application to specific site conditions.
  • Interview onsite management, employees, general contractor, and subcontractors to determine employee exposure and employer knowledge in a formal and informal setting.
  • Schedule and conduct comprehensive safety and health surveys of industrial facilities, healthcare facilities, agricultural businesses, construction work sites, and oil and gas drilling, servicing, and special servicing activities.
  • Analyze the workplace to identify potential and existing safety and health hazards.
  • Provide specific information to demonstrate the value of a safe workplace, evaluate accident trends, and educate employers.
  • Determine the root cause of hazardous conditions and provide technical assistance to abate the hazards.
  • Issue hazard notices, advise on agency policies and procedures, communicate abatement options and establish reasonable correction due dates and interim protections and actions needed for hazard abatement.
  • Writes policy and operating procedures for the division.
  • Manage abatement responses and extension requests, providing technical assistance and training when needed.
  • Evaluate safety management systems and provide recommendations.
  • Utilize a wide variety of electronic safety and health instruments to establish compliance with health and safety-related codes and standards.
  • Knowledge and ability to use current OSHA limits to determine exposures.
  • Evaluate Safety and Health Management systems to determine if employers meet federal requirements for exemption from scheduled compliance inspections.
  • Design, develop, and deliver regulatory training individually or with a team to meet the needs of employers within the state.
  • Promote and market the agencys services and recognition programs to employers throughout the state.
  • Provide training and information to internal and external clients.

Qualifications

PREFERENCES/AGENCY REQUIREMENTS:

Preference may be given to those with experience as an Industrial Hygienist, Industrial Hygiene Technician, Safety Manager, Safety Officer, Safety Technician, or Safety Training Officer. A strong knowledge base in one or more of the following; Oil and Gas, General Industry, Construction, or Industrial Hygiene preferred.

Applicants must possess a valid drivers license.

KNOWLEDGE:

  • Has substantial knowledge of Wyoming health and safety standards.
  • Technical knowledge about processes, safety, and health hazards.
  • Ability to recognize imminent danger hazards and when personal protective equipment is necessary.
  • Ability to possess an understanding of safety and health management systems, accident analysis, and program development, implementation, and evaluation.
  • Ability to prepare and write extensive technical reports of survey findings, monitoring results, and abatement recommendations.
  • Ability to record field notes accurately.
  • Ability to prioritize assignments, manage caseload efficiently, and ensure timely submission of reports.
  • Knowledge of instructional design strategies, adult learning principles, and multicultural principles to produce effective training.
  • Strong written, oral, and presentation skills.
  • Ability to utilize presentation equipment and sound systems.
  • Ability to use presentation graphic software to develop presentation material.
  • Knowledge of evaluation strategies to apply to training programs.
  • Knowledge of Google products, Word, Excel, and PowerPoint.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree

Experience:

0-3 years of progressive work experience (typically with OSHA) with acquired knowledge at the level of an OSHA Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically with OSHA) with acquired knowledge at the level of an OSHA Specialist

PHYSICAL WORKING CONDITIONS:

  • This position requires extensive travel.
  • Travel can be required up to 50% of the time for this position.
  • Applicants must have the ability to climb, walk, carry equipment, work in confined spaces, and work at heights.
  • May be required to walk long distances, climb ladders, stand for extended periods, and wear personal protective equipment (including respirators) when performing consultation evaluations at work sites.
  • Potential exposure to various chemicals, noises, thermal exposures, physical hazards, and radiological exposures during evaluations.
  • Applicants will be required to wear personal protective equipment such as respirators, safety eyewear, hard hats, safety shoes, FRCs, hearing protection (including the clients requirements), etc.
