Summary/Objective:

Norwescap is seeking a dedicated Weatherization Field Technician who will support the implementation of Norwescap's Weatherization Assistance Program (WAP), LIHEAP Weatherization, Heating Improvement Program (HIP), and related housing rehabilitation initiatives. This position is responsible for assisting with field inspections, installation support, material handling, client interaction, documentation collection, and ensuring homes are prepared for energy efficiency and health and safety measures.

The Weatherization Field Technician works closely with the Quality Control Inspector/Energy Auditor, Program Coordinators, contractors, and program leadership to ensure units are completed in compliance with program regulations, Standard Work Specifications (SWS), DOE guidelines, and New Jersey Department of Community Affairs (DCA) requirements.

 

Essential Functions:

  • Assist with weatherization field activities including preparation, minor repairs, and installation support.
  • Support the completion of energy efficiency measures including air sealing, insulation preparation, ventilation improvements, and health and safety measures.
  • Deliver materials, tools, and equipment to job sites as needed.
  • Conduct basic field inspections and document existing housing conditions.
  • Assist with blower door setup, combustion safety testing preparation, and diagnostic support under the supervision of the Energy Auditor/QCI.
  • Photograph units before, during, and after work completion for program documentation requirements.
  • Ensure work areas remain safe, clean, and compliant with OSHA and program safety standards.
  • Communicate professionally with clients regarding scheduling, unit access, and program procedures.
  • Assist contractors and program staff with coordinating access to occupied units.
  • Verify completion of assigned work scopes and report concerns to leadership.
  • Maintain accurate field notes, paperwork, mileage logs, and inventory tracking.
  • Assist with identifying health and safety concerns including moisture, mold, combustion hazards, deferred conditions, and possible lead hazards.
  • Participate in outreach activities, application events, and community engagement efforts when needed.
  • Attend required trainings related to DOE Weatherization, lead-safe work practices, and safety compliance.
  • Perform additional duties as assigned by program leadership.

Education and Experience:

  • High school diploma or equivalent required.
  • Trade school, vocational training, or coursework in construction, HVAC, building maintenance, or energy efficiency preferred.
  • Minimum of 1–2 years of experience in construction, housing rehabilitation, weatherization, maintenance, or related field preferred.
  • Experience working with low-income households or federally funded programs preferred.
  • Knowledge of DOE Weatherization Assistance Program (WAP), LIHEAP, or lead-safe work practices preferred.
  • Valid driver's license with acceptable driving record required.

Competencies

  • Basic knowledge of residential construction, weatherization, or building maintenance practices.
  • Ability to use hand and power tools safely and effectively.
  • Knowledge of energy conservation measures and home energy efficiency principles preferred.
  • Ability to read and follow work scopes, safety procedures, and technical instructions.
  • Strong organizational and time management skills.
  • Ability to communicate professionally with clients, contractors, and staff.
  • Ability to work independently and as part of a team environment.
  • Basic computer skills including Microsoft Office and mobile field technology.
  • Ability to maintain confidentiality and professionalism when working with vulnerable households.
  • Strong attention to detail and ability to identify potential health and safety concerns within homes.

Work Environment:

This position operates primarily in residential homes and field environments throughout Norwescap's service area. The employee may be exposed to varying environmental conditions including heat, cold, dust, insulation materials, confined spaces, and construction-related hazards. Appropriate personal protective equipment (PPE) and safety training will be provided in accordance with OSHA, DOE, EPA, and program regulations.
