GENERAL DESCRIPTION:

The Wyoming Energy Authority (WEA) is a state instrumentality formed by the Wyoming Legislature in 2020. WEA serves as a unifying organization for Wyoming's energy industries and is the home of the State Energy Office. The WEA advocates for, facilitates and advances Wyoming's energy economy through implementing the state's energy strategy; delivering positive economic impact and jobs for Wyoming, fostering an environment for the sustainability and growth of Wyoming's overall economy, and ensuring Wyoming continues to power the nation. The WEA is managed by a Board of Directors who sets the goals and objectives of the WEA and is funded by the Wyoming legislature through the Office of the Governor. As an authority, the WEA provides flexibility and agility for its employees to work with other state agencies and private industries to encourage and promote energy projects across the state.

The Wyoming Energy Authority (WEA) is seeking a highly motivated and experienced individual to fill the role of Nuclear and Critical Minerals Industry Coordinator. This position will play a pivotal role in advancing the nuclear industry within Wyoming, focusing mainly on uranium mining, nuclear fuel cycle, advanced reactor economy, fuel storage, nuclear supply chains, rare earth and critical mineral development, and overall value chain opportunities.

ESSENTIAL FUNCTIONS:

  • Industry Liaison: Act as the primary point of contact for stakeholders within the nuclear industry, including but not limited to uranium mining and processing companies, reactor manufacturers, research institutions, and related organizations. Develop and maintain strong relationships, facilitate collaboration. and identify and drive initiatives forward.
  • Strategic Planning: Work closely with WEA leadership to develop strategic plans and initiatives aimed at promoting the growth and sustainability of the nuclear, rare earth, and critical mineral industries in Wyoming. Identify opportunities for expansion and investment, assess market trends, and recommend strategies for maximizing the states potential in the nuclear, rare earth, and critical mineral sectors.
  • Policy Analysis: Stay abreast of legislative and regulatory developments at the state, federal, and international levels that impact the nuclear, rare earth, and critical mineral industries. Analyze proposed policies, regulations, and legislation to assess their potential implications for Wyomings nuclear, rare earth, and critical mineral sectors and provide recommendations for advocacy and compliance, including drafting and coordination of official comment letters.
  • Economic Analysis: With partner agencies and institutions, develop and maintain an in-depth understanding of various aspects of the nuclear, rare earth, and critical mineral industries, including technological advancements, market trends, supply chain dynamics, and competitive landscape. Stay informed about emerging technologies and innovations in nuclear energy and assess their relevance to Wyomings interests. Utilize these understandings to maintain a working analysis of the economic values the nuclear, rare earth, and critical mineral industries and the various portions of the value chain can bring to the state and develop recommendations on areas for improvement, policy, or elsewhere.
  • Project Management: Oversee specific projects and initiatives aimed at enhancing the nuclear, rare earth, and critical mineral industries competitiveness and sustainability in Wyoming. Coordinate cross-functional teams, manage project timelines and budgets, and ensure deliverables are met in accordance with established objectives.
  • Public Outreach: Promote awareness and understanding of nuclear energys role, rare earth, and critical minerals in the states energy portfolio. Participate in outreach activities, public forums, and educational events to communicate key messages and address stakeholder concerns.

Qualifications

KNOWLEDGE & EXPERIENCE:

  • Strong understanding of regulatory frameworks, public policy issues, and market dynamics affecting the nuclear, rare earth, and critical mineral industries.

  • Excellent communication skills, with the ability to articulate complex concepts effectively to diverse audiences.

  • Demonstrated project management experience, including the ability to lead cross-functional teams, drive initiatives to successful completion and emphasize coordination and collaboration throughout the project.

  • Proven ability to build and maintain relationships with industry stakeholders, government officials, and community leaders.

  • Analytical mindset with the ability to conduct thorough research, analyze data, and provide strategic insights.

  • Self-motivated and results-oriented, with a commitment to advancing the goals and objectives of the Wyoming Energy Authority.

PHYSICAL WORKING CONDITIONS:

This position requires mobility to work in a typical office setting. The applicant must have the ability to:

  • Use standard office equipment;
  • Sit at a desk for prolonged periods and work on a computer;
  • Stand and/or walk occasionally to frequently;
  • Read printed materials and computer screens;
  • Communicate in person or over the phone;
  • Have contact with others and respond to external customers;
  • Lift up to 30 pounds at times.
  • Occasional evenings and weekends may be required.
  • Limited travel.

  • This position is a State of Wyoming employee.
