GENERAL DESCRIPTION:

The Wyoming Energy Authority (WEA) is a state instrumentality formed by the Wyoming Legislature in 2020. WEA serves as a unifying organization for Wyoming's energy industries and is the home of the State Energy Office. The WEA's mission is to advance Wyoming's energy and natural resources. The WEA delivers on that mission through implementing the state's energy strategy, delivering positive economic impact and jobs for Wyoming, fostering an environment for the sustainability and growth of Wyoming's overall economy, and ensuring Wyoming continues to power the nation. The WEA is managed by a Board of Directors who sets the goals and objectives of the WEA and is funded by the Wyoming legislature. As an authority, the WEA provides flexibility and agility for its employees to work with other state agencies and private industries to encourage and promote energy projects across the state.

The Director of Fossil Fuel Development at the Wyoming Energy Authority will oversee the development and implementation of strategies related to oil, gas, helium, coal, carbon capture, pipeline infrastructure, geothermal development, and mining activities, including trona and bentonite. The Director will be responsible for tracking and analyzing federal and state legislation and regulations, review of NEPA documents, drafting comment letters, developing strategic documents, and staying informed on international and domestic market trends. This role will also include project development and tracking.

ESSENTIAL FUNCTIONS:

  • Oil, gas, helium, and geothermal Development: Oversee the development and implementation of strategies to optimize oil and gas exploration, production, and distribution. Monitor trends and changes within the oil, gas, and helium markets to identify opportunities and risks. This position will have a focus on potential coal, oil, gas, and helium exports
  • Coal Industry Oversight: Develop strategies to support and enhance the coal industrys growth and sustainability. Monitor coal market trends and regulatory changes affecting the industry.
  • Carbon Capture Initiatives: Lead efforts to evaluate the economics of and implement carbon capture technologies and projects. Collaborate with stakeholders to advance carbon capture initiatives and integrate them into the states energy strategy.
  • Pipeline Infrastructure: Develop and oversee strategies to enhance pipeline infrastructure. Evaluate regulatory changes and policies related to the midstream transport of oil, gas, and CO2 for enhanced oil recovery. Ensure pipeline projects comply with safety and environmental regulations.
  • Mining Activities: Trona and Bentonite: Develop strategies to support the exploration, extraction, processing, and export of these minerals. Oversee mining activities to ensure efficient and sustainable production. Monitor market trends and regulatory changes affecting mining operations.
  • Strate: Work closely with the Deputy Director and Executive Director to develop strategic plans and initiatives aimed at promoting strategic planning: the growth and production of fossil fuels in Wyoming. Identify opportunities for expansion and investment, assess market trends, and recommend strategies for maximizing the states potential in fossil fuel production.
  • Policy Analysis: Stay abreast of legislative and regulatory developments at the state, federal, and international levels that impact the industries the position is responsible for. Analyze proposed policies, regulations, and legislation to assess their potential implications for Wyomings fossil fuels. Provide recommendations for advocacy and compliance, including drafting and coordination of comment letters.
  • Economic Analysis: With partner agencies and institutions, develop and maintain an in-depth understanding of the fossil fuel industry, including technological advancements, market trends, supply chain dynamics, and competitive landscape. Stay informed about emerging technologies and innovations in energy and assess their relevance to Wyomings interests.
  • Project Management: Oversee specific projects and initiatives aimed at promoting and expanding fossil fuels. Coordinate cross-functional teams, manage project timelines and budgets, and ensure deliverables are met in accordance with established objectives.
  • Public Outreach: Promote awareness and understanding of oil, gas, coal, and other fossil energy sources. Participate in outreach activities, public forums, and educational events to communicate key messages and address stakeholder concerns. Qualifications

  • Strong understanding of regulatory frameworks, public policy issues, and market dynamics affecting the energy industry.
  • Excellent communication skills, with the ability to articulate complex concepts effectively to diverse audiences.
  • Demonstrated project management experience, including the ability to lead cross-functional teams and drive initiatives to successful completion.
  • Proven ability to build and maintain relationships with industry stakeholders, government officials, and community leaders.
  • An analytical mindset with the ability to conduct thorough research, analyze data, and provide strategic insights.
  • Self-motivated and results-oriented, with a commitment to advancing the goals and objectives of the Wyoming Energy Authority.

  • This position is a State of Wyoming employee.
