Work Schedule: Monday - Friday, 7:00 a.m. - 3:30 p.m.

Job Overview

This position is responsible for performing technical work supervising and participating in the operation of a wastewater treatment plant.

Essential Duties and Responsibilities

NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. This job description is not intended to be all-inclusive.

  • Supervises plant operations.
  • Ensures compliance with permit provisions and statutory requirements regarding NPDES, Sludge Monofils, Compost Production Distribution, and Land Application of Residual Solids Permits.
  • Coordinates activities of the division to resolve conflicts and improve efficiency and effectiveness of plant operations.
  • Orders specialized supplies, parts, and plant chemicals.
  • Prepares a draft for the division's budget.
  • Directs expenditures from budget in an efficient and cost-effective manner.
  • Trains plant personnel and supervisors on appropriate operation, laboratory, and maintenance procedures.
  • Prepares all plant reports pertaining to operations, regulatory compliance, payroll, and personnel.
  • Assumes the position of Operator in Responsible Charge (ORC).
  • Ensures compliance with plant safety procedures and policies; implements all state and federal rules and regulations.
  • Schedules and assigns work to plant operators.
  • Evaluates the performance of employees; takes necessary disciplinary action.
  • Coordinates laboratory tests as necessary; interprets test results and makes necessary adjustment to plant operations/process control.
  • Follows all safety policies and procedures.
  • Performs other duties as assigned.

Minimum Requirements

Education and/or Experience

  • High School Diploma or GED.
  • Minimum of 5 years of experience in wastewater /water treatment operations.
  • Minimum of 2 years of experience in a supervisory role.

Other Requirements

  • Possession of a valid North Carolina driver's license, or any valid driver's license with ability to obtain a North Carolina driver's license within 60 days of establishing a permanent residence in North Carolina.
  • Possession of a valid NC Biological Wastewater Treatment Grade IV certificate or ability to obtain within 18 months of hire date.
  • Possession of a valid NC Land Application Operator's certificate or ability to obtain within 18 months of hire date.
  • Possession of a valid NC Pesticide license or ability to obtain within 18 months of hire date.
  • Must reside within a 50-mile radius of the Water Treatment Plant facility unless written approval is obtained from the NC Water Treatment Facility Operators Certification Board.

  • Thorough knowledge of the principles and practices of wastewater treatment and residuals management.
  • Thorough knowledge of hydraulic, chemical, and mechanical principles pertinent to wastewater treatment plant operations.
  • Thorough knowledge of the occupational hazards and safety precautions for this work.
  • Thorough knowledge of the state and federal water and wastewater treatment quality regulations.
  • Knowledge of the principles and practices of effective management and supervision
  • Knowledge of fiscal accounting and budgeting practices.
  • Ability to plan, supervise, and evaluate the work of employees engaged in departmental activities.
  • Ability to prepare and justify annual budget estimates and periodic reports of expenditures.
  • Ability to detect problems in the operation of mechanical equipment and apply repair methods.
  • Ability to operate the wastewater treatment plant facility and associated equipment.
  • Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with colleagues, other departments, city officials, and the public.

Job Related Physical Requirements

This position involves light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required to express or exchange ideas by means of the spoken word and to convey detailed or important instructions to others; hearing is required to respond to spoken words, to receive and understand information, and/or to make fine distinctions in sound; visual acuity is required for visual inspection involving small defects and/or small parts, use of measuring devices, preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions

The employee is subject to both indoor and outdoor environmental conditions including extreme heat and cold, rain, snow, fumes, odors, dust, gases, oils, vibration, poor ventilation, wastewater, and hazards including exposure to chemicals, moving mechanical parts, electrical currents, and work in narrow or confined spaces and may be exposed to blood and other potentially infectious materials. Employees are required to be "on-call," respond to an emergency within 30 minutes, and may work nights, weekends, and/or during emergency situations.
