Job Summary

Under general supervision, this position operates the Citys wastewater plant; assists in ensuring plant compliance with all state and federal regulatory criteria and all safety policies and procedures. Provides instruction and leadership to subordinate operators and maintenance personnel as required. Performs related work as required. Reports to the Wastewater Plant Shift Supervisor.

Minimum Qualifications

ESSENTIAL JOB FUNCTIONS

Inspects, cleans and lubricates operating equipment such as boilers, pumps, motors, incinerators and other related plant machinery and equipment.

Inspects, operates, maintains and provides quality assurance and control of all equipment used in plant operations.

Works with contractors and manufacturers representatives on process control and proper equipment operations.

Performs laboratory tests as required; collects samples; performs sample analysis and documents results as required.

Maintains daily log book and accurate records of various aspects of plant operations as required.

Prepares and/or reviews daily technical data and reports, charts, regulatory reports, logs, etc.

Adjusts chemical dosages, flows, distribution pressure, etc., as necessary and as indicated by tests.

Monitors water pressure, storage tank level, water temperature; makes adjustments as necessary.

Orders and inventories required chemicals, supplies and equipment parts. Ensures the proper storage and handling of chemicals.

Maintains, troubleshoots and performs routine repairs and adjustments to systems and equipment; prepares work orders for maintenance; assists plant mechanics in the extensive repair and maintenance of pumps, valves, bearings, motors, regulators, electronic recording devices and other types of plant equipment and machinery and maintenance projects.

Monitors and records readings of gauges and meters of water pumpage, water and oil pressures, oil levels, chemical usage, temperature and air pressure, turbidity, pH, total suspended solids and other readings required for plant operation and makes operations adjustments where necessary.

Participates in general plant maintenance, such as cleaning equipment, mopping floors, painting, and assisting in equipment or facility modifications; provides emergency maintenance as needed.

Performs all duties in compliance with applicable policies, procedures, and standards of quality and safety.

Inspects work in progress and at completion for compliance with applicable policies, procedures, and standards.

Inspects buildings, systems and equipment for proper condition and safety; takes corrective action as necessary.

Maintains assigned vehicles and equipment.

Participates in new employee training.

Provides leadership and limited supervision of assigned operators and maintenance personnel.

Receives and responds to customer inquiries, concerns and complaints.

Operates a vehicle and various other equipment, including a computer, calculator, pumps, lab equipment, blowers, chlorine analyzer, meters, mechanics tools, various other hand and power tools, etc.

Interacts and communicates with various groups and individuals such as the immediate supervisor, other department supervisors and employees, subordinates/co-workers, customers, City/County personnel, inspectors, sales representatives, other utilities, and the general public.

ADDITIONAL JOB FUNCTIONS

Performs general housekeeping / building / grounds maintenance tasks as required.

Performs related duties as required.

Position Requirements/Qualifications

MINIMUM TRAINING AND EXPERIENCE

Requires a high school diploma or GED equivalent supplemented by one year of responsible experience in the water/wastewater system operations, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess Class C Wastewater Treatment Plant Operator license. Must possess a valid state drivers license.

It is the responsibility of the candidate to maintain their licenses and/or certifications as a job requirement.

Emergency Management Responsibilities:

Note: During emergency conditions, all City of Miramar employees are automatically considered emergency service workers. City of Miramar employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

GENERAL BENEFITS:

The City of Miramar provides benefits for its permanent full-time and part-time employees. Benefits will differ dependent upon the job classification and representation, which include union and unrepresented. Information about the exact benefits applicable to a particular job classification may be obtained from the City of Miramar Human Resources Department.

Vacation

Permanent full-time employees earn up to ten days of vacation during their first year of employment. Accrual begins from the first month of employment, but cannot be used until after the third month of employment.

Permanent part-time employees have the opportunity to earn vacation after the completion of one year of continuous service.

Sick Leave

Permanent full-time employees accrue sick leave at the rate of one day per month. Accrual begins from the first month of employment, but cannot be used until after the third month of employment.

Permanent part-time employees have the opportunity to earn sick leave after the completion of one year of continuous service.

Health Plan

The City currently provides medical coverage through Aetna. The City pays the health insurance premium for the employee and 50% of the premium for dependents.

Permanent full-time employees have the option of electing coverage from three plans: Health Network Only Plan (HMO), High Deductible Health Plan (HDHP) with HSA and Open Access Managed Choice Plan (POS).

Permanent part-time employees have the option of electing coverage from two plans: Health Network Only Plan (HMO) and the High Deductible Health Plan (HDHP)

The City also offers Dental coverage through Delta Dental.

Pension (Defined Benefit Plan)

Permanent full-time employees are automatically enrolled in one of the City sponsored pension plans, which are funded by mandatory City and employee contributions. The Plan provides a guaranteed income, based on years of service, to its members upon retirement.

457(b) Plan (Deferred Compensation Plan)

Employees can elect to participate in this Plan, which enables the employee the option of deferring compensation on a pretax basis, not to exceed the applicable limits established by the IRC.
