JOB DESCRIPTION

The Pollution Response Coordinator portion of this hybrid position serves as the initial contact for receiving pollution reports and is responsible for investigating and managing multi-media pollution incidents to closure. Assists local, state, tribal, and federal agencies, emergency responders, and responsible parties with regulatory and/or technical assistance, as needed. Participates in preparedness activities with local, state and federal partners, including but not limited to attending planning and coordination meetings, exercises, and training events as assigned. The Remediation Geologist portion of this hybrid position primarily manages the characterization and remediation of petroleum contaminated sites through technical and administrative oversight to ensure sites are remediated to appropriate risk-based levels. This position also works with responsible parties and private environmental consultants to resolve issues efficiently, openly, fairly, and consistently. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

RESPONSIBILITIES

This position evaluates and manages pollution incidents and complaints received by the Agency, coordinates necessary incident responses, and manages petroleum release investigations - all in accordance with applicable local, state, and federal laws and regulations and Agency program guidance and policies. Reviews reports and other technical information and makes risk-based evaluations. Manages cases to ensure that sites are adequately assessed and that the remediation is timely, appropriate, and cost effective. Manages the Virginia Petroleum Storage Tank Fund (VPSTF) activities. Responds to emergency releases and makes case referrals to the State Lead program in accordance with guidelines. Responds to reports of water supplies contaminated by petroleum products and ensures potable water is supplied where necessary. Maintains information management (CEDS database, ECM and GIS) in a timely, accurate, consistent manner. Monitors compliance and initiates enforcement measures in accordance with department procedures. Prepares overdue report deficiency letters.

QUALIFICATIONS

• Knowledge of natural and environmental science and engineering, geology, hydrogeology, ecology, chemistry, groundwater pollution assessment, and groundwater/petroleum remediation
• Knowledge of Federal, State, and Local environmental laws and regulations governing petroleum releases
• Management of pollution incidents including oil and hazardous material incidents, spill containment measures, mitigation and remediation
• Knowledge of incident management frameworks, including the incident command system/Unified Command, and exercise planning and participation
• Demonstrated skill at interpersonal communication, negotiation, conflict resolution, situational awareness/safety, written and verbal communication, technical report writing, conveying technical information to non-technical audiences, database and file management, word processing, pc operations, geographical/geospatial information system resources, data analysis and interpretation, work plan review, conducting multi-media investigations, and project management
• Ability to prioritize, plan, and organize workload, multi-task, assess environmental impacts, prepare and present technical reports, make independent and sound decisions, work without close supervision, and coordinate with external entities during response activities
• 24 Hour HazWOPER, or ability to obtain within 12 months of employment
• Complete or provide certification of previous completion of the following National Incident Management (NIMS) courses: ICS 100, 200, 700, 800 within 6 months of employment
• Complete VEST 100e and 104e within 18 months of employment
• Complete or provide certification of previous completion of the following National Incident Management (NIMS) courses ICS 300 and 400 within 18 months of employment
• A Real ID or U.S. passport is required to access certain facilities
• This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver"s license is required
