JOB PURPOSE: The Vice President (VP) of Enterprise Intelligence and AI provides enterprise leadership for El Rio Health's data strategy, analytics, artificial intelligence governance, performance insight, and decision-support capabilities. This role turns clinical, operational, financial, quality, workforce, access, payer, and population health data into actionable intelligence that improves performance, strengthens financial sustainability, supports value-based care, and advances El Rio's mission to provide comprehensive, accessible, affordable, quality, and compassionate care. The VP of Enterprise Intelligence and AI establishes a common data foundation and a single source of truth for enterprise reporting, executive and Board dashboards, standardized key performance indicators, and consistent data definitions across the organization.

This position leads a multi-year enterprise data, analytics, and AI roadmap that aligns intelligence work with El Rio's strategic priorities, operational needs, regulatory requirements, and emerging business models. The VP of Enterprise Intelligence and AI partners with the CEO, executive leadership, clinical leaders, finance, operations, compliance, legal, quality, IT, and security to ensure data and AI are used responsibly, consistently, and effectively. The role is accountable for enterprise data governance, analytics prioritization, KPI standardization, AI use-case intake and risk review, vendor and model evaluation, privacy and HIPAA alignment, equity and bias assessment, human oversight requirements, model performance monitoring, and post-implementation auditing.

The VP of Enterprise Intelligence and AI helps El Rio become a more data-driven, patient-centered, financially resilient, and future-ready health system by turning data, analytics, and responsible AI into strategic infrastructure. The role supports access optimization, clinician and department productivity, revenue cycle performance, quality improvement, care gap closure, payer performance tracking, risk-based and value-based care readiness, population health management, and future MSO or analytics-as-a-service opportunities. This position requires an enterprise mindset, strong healthcare and FQHC knowledge, executive communication skills, technical and analytical judgment, change leadership, and the ability to translate complex information into practical decisions that improve outcomes for patients, employees, leaders, and the communities El Rio serves.

Job Functions:

  • Leads El Rio Health's enterprise intelligence, analytics, and artificial intelligence strategy, including a multi-year roadmap aligned with organizational strategy, clinical priorities, operational performance, financial sustainability, regulatory requirements, and emerging value-based care models.
  • Establishes and maintains enterprise data governance standards, including consistent data definitions, standardized key performance indicators, data quality expectations, reporting prioritization, ownership structures, and processes that support a reliable single source of truth for leadership, operational teams, clinical programs, and Board-level decision making.
  • Builds and leads a high-performing Enterprise Intelligence and AI function, including data analysts, Cogito analysts, data engineers, business intelligence developers, data scientists, and other assigned staff or partners responsible for analytics, reporting, data infrastructure, automation, AI evaluation, and decision-support services.
  • Partners with the CEO, executive leadership team, clinical leadership, finance, operations, quality, compliance, legal, IT, security, and other stakeholders to identify enterprise information needs, translate business and clinical questions into analytic priorities, and deliver actionable insights that improve performance, access, quality, patient outcomes, workforce effectiveness, and financial results.
  • Oversees the design, development, and maintenance of enterprise dashboards, executive reports, Board reporting tools, performance scorecards, operational reports, quality and population health analytics, payer performance tracking, revenue cycle analytics, access and productivity reporting, and other analytic products that support timely and informed decision making.
  • Leads the evaluation, governance, and responsible use of artificial intelligence tools and models, including AI use-case intake, risk classification, privacy and HIPAA review, equity and bias assessment, model validation, vendor evaluation, human oversight requirements, implementation controls, performance monitoring, and post-implementation auditing.
  • Directs the evaluation, building, purchasing, and implementation of artificial intelligence models and advanced analytic solutions, including assessment of model efficacy, efficiency, positive predictive value, negative predictive value, error rates, workflow impact, patient safety considerations, operational value, and return on investment.
  • Provides executive leadership for data architecture and analytics infrastructure in partnership with IT and security, including data warehouses, data lakes, cloud-based platforms, Epic/Cogito reporting environments, interoperability tools, automation platforms, and other systems needed to support secure, scalable, and reliable enterprise intelligence capabilities.
  • Uses data and analytics to evaluate clinical program performance, care gap closure, population health outcomes, access, provider and department productivity, patient experience, workforce trends, revenue cycle performance, payer performance, quality initiatives, and operational efficiency; recommends strategies to improve outcomes and organizational performance.
  • Develops enterprise methods for prioritizing analytics work, balancing urgent operational requests with strategic initiatives, compliance obligations, executive reporting needs, and long-term data infrastructure improvements.
  • Supports El Rio's transition toward value-based care, risk-based contracting, population health management, and future business models by developing analytic capabilities that measure utilization, cost, quality, attribution, payer performance, care management impact, and financial risk.
  • Establishes processes to ensure data privacy, security, regulatory compliance, and appropriate use of sensitive clinical, financial, workforce, and operational information in collaboration with compliance, legal, information security, privacy, and operational leaders.
  • Provides clear, actionable analysis and recommendations to senior leaders, managers, clinical teams, committees, and the Board of Directors by translating complex technical, statistical, financial, operational, and clinical information into practical insights and decision options.
  • Develops and maintains strong internal partnerships across departments, serving as an enterprise consultant and strategic advisor on data, analytics, AI, performance measurement, program evaluation, and evidence-based decision making.
  • Leads change management, communication, and education efforts that increase organizational data literacy, promote effective use of reporting systems and dashboards, and support adoption of responsible AI and analytic tools across El Rio Health.
  • Oversees department budget, staffing plans, vendor relationships, contracts, work plans, performance goals, and resource allocation for enterprise intelligence, analytics, and AI activities.
  • Prepares timely reports, presentations, implementation plans, and status updates for executive leadership, management, auditors, regulatory agencies, grant requirements, and other internal or external stakeholders as needed.
  • Identifies opportunities to develop enterprise intelligence, AI, analytics, and reporting capabilities that may support future Management Services Organization services, external partnerships, analytics-as-a-service offerings, or other strategic business opportunities.

Qualifications:

Minimum Qualifications Details

Education Bachelor's degree in Data Analytics, Data Science, Computer Science, Information Systems, Health Informatics, Public Health, Business Administration, Finance, Statistics, Healthcare Administration, or a related field from an accredited college or university.

Experience Ten (10) years of progressively responsible experience in healthcare analytics, enterprise data strategy, business intelligence, health informatics, data science, financial analytics, population health analytics, operational analytics, or related data-driven leadership functions.

Experience Five (5) years of senior leadership or management experience overseeing analytics, data, business intelligence, informatics, technology, performance improvement, or related teams, including responsibility for staff development, work prioritization, budgets, vendors, and cross-functional work plans.

Experience Demonstrated experience leading enterprise reporting, dashboard development, KPI standardization, data governance, data quality improvement, executive decision support, and analytics prioritization across multiple departments or business units.

Experience Experience with analytic and reporting tools, data platforms, or related technologies such as Power BI, SQL, Epic Cogito, Clarity, Caboodle, SlicerDicer, Tableau, data warehouses, data lakes, cloud platforms, automation tools, statistical tools, or comparable systems.

Knowledge Demonstrated knowledge of healthcare operations, clinical quality, revenue cycle, finance, access, productivity, payer performance, population health, regulatory reporting, privacy, HIPAA, and value-based care or risk-based contracting concepts.

Experience Experience in a Federally Qualified Health Center, integrated healthcare delivery system, health plan, accountable care organization, clinically integrated network, or other complex healthcare environment.

Experience Experience leading enterprise data governance, analytics transformation, AI governance, advanced analytics, predictive modeling, population health analytics, value-based care analytics, payer analytics, or enterprise performance management initiatives.

Experience Experience with Epic, Cogito, Clarity, Caboodle, SlicerDicer, Healthy Planet, Relevant, Power BI, SQL, Python, R, Azure, Microsoft Fabric, cloud data platforms, data warehouse/data lake architecture, or comparable healthcare analytics tools and platforms.

Experience Experience presenting complex analytics, AI, financial, operational, clinical, or strategic information to executive leadership, governing boards, external partners, regulators, payers, or community stakeholders.
