Position Overview:

Reporting to the Chief Growth Officer, the Vice President of Strategic Initiatives role is an opportunity for a proven Strategy leader to maximize plan performance by leading and overseeing Market Performance, Segment Strategy, Sales and Market Growth, and Analytics for the Growth Team.

The ideal candidate will have a proven background in developing multi-year business strategies, analysis, and market management within public/government programs, Medicare, and the ACA/Exchange products. Experience in the Rhode Island market is preferred. The candidate should have familiarity with government/regulated businesses and key drivers, and experience partnering with other senior leaders and matrix partners to drive results. This individual will bring intellectual curiosity and innovative thinking to ensure the business is anticipating market developments and opportunities and constantly pushing the thinking on conventional wisdom.

Additionally, this individual will manage Neighborhood's Government Relations activities including the oversight of contract staff, monitoring of state and federal legislative and regulatory initiatives, and advocating for public policy that advances the plan's mission.

Duties and Responsibilities:

Responsibilities include, but are not limited to the following:

Lead a high-performing team, skilled at building partnerships and translating business goals into strategic plans, investments, and blueprints.

Planning - Collaborating with the senior leadership to plan for the company's future and identify its strengths and weaknesses. This can include analyzing market trends and the competitive landscape. Oversee identification, evaluation, and prioritization of new business opportunities, potential partnerships, mergers, acquisitions, and strategic initiatives to maximize overall value and financial viability of the plan.

Strategy - Driving internal discussion for development of strategic initiatives that align with company goals. This can include identifying and solving problems or opportunities and making recommendations for improvements. Responsible to drive prioritization on research, quantitative analysis, and modeling that support our strategic plan, affordability, and cost savings initiatives.

Execution - Overseeing the execution of strategic plans, monitoring progress, and adjusting as needed. This can include working with cross-functional teams to address barriers to execution. Partner with senior-level leaders across functions and channels to shape multi-year product level strategy, develop short and long-term visions and roadmaps, and work with business leaders to manage transition from strategy to execution for the product line.

Communication - Synthesizing ideas and thinking for sharing with others and engaging and influencing senior stakeholders.

General:

  • Corporate Compliance Responsibility - As an essential function, responsible for complying with Neighborhood's Corporate Compliance Program, Standards of Business Conduct, applicable contracts, laws, rules and regulations, policies and procedures as it applies to individual job duties, the department, and the Company. This position must exercise due diligence to prevent, detect and report unlawful and/or unethical conduct by fellow co-workers, professional affiliates and/or agents
  • Other duties as assigned

Required Qualifications:

  • Bachelor's degree and 8-10 years of managed care/health care experience required, including 5+ years leading multi-year strategic development and planning, master's degree preferred
  • Strong understanding of the health care industry, with experience in public/government funded programs.
  • Deep understanding developing and executing innovative growth strategies across multiple lines of business
  • Expert strategist with a proven ability to bring key insights and information to collaboratively inform strategy
  • Demonstrated thought leadership on challenging problems with examples of implementing innovative solutions, actions taken, and driving outstanding results.
  • Strong understanding of public policy and advocacy for government funded health care programs.
  • Excellent interpersonal skills with the ability to work at all levels including the board of directors (BOD)
  • Strong communication skills - verbal, written, and presentation/facilitation experience
  • An independent self-starter with the ability to work independently
  • Strong strategic, financial, and business acumen with the ability to execute strategic business priorities
  • Ability to effectively work with all levels in the organization, building partnerships and relationships of trust

  • Senior Leadership Level:

Assures effective oversight and monitoring of the performance of all applicable First Tier, Downstream and Related Entities (FDR) so that the services being provided are consistent with all contractual and legal requirements as well as company policies and procedures

Travel Expectations:

  • Some travel locally is required.
