Vice President, Estimating – Heavy Civil / Infrastructure

Location: Pittsburgh, PA

We are seeking an executive Vice President of Estimating to lead the preconstruction and estimating function for a growing heavy civil and infrastructure construction firm. This is a high-impact leadership role responsible for shaping bid strategy, managing complex pursuits, and developing a best-in-class estimating organization to support continued growth in alternative delivery and traditional projects.


What You’ll Do

Leadership & Strategy

  • Lead, manage, and develop a geographically dispersed estimating team, fostering a culture of collaboration, accountability, and continuous improvement.

  • Set bid-winning strategies aligned with company objectives, market conditions, and risk tolerance.

  • Manage the pursuit pipeline, including go/no-go recommendations, resource planning, and regular updates to executive leadership.

  • Promote ongoing professional development and technology adoption across the estimating department.

Estimating & Preconstruction Excellence

  • Oversee all estimating activities for Bid-Build and Alternative Delivery projects, including Design-Build, CM/GC, and P3 pursuits.

  • Ensure the preparation and submission of accurate, high-quality estimates, proposals, and supporting documentation.

  • Analyze risks and opportunities during the bid phase and provide clear guidance to leadership.

  • Provide high-level oversight of cash flow, equipment utilization, and equipment buy/sell strategies.

Collaboration & Integration

  • Partner closely with Operations, Project Controls, Business Development, Engineering, and Supply Chain teams to develop integrated estimates and bid schedules.

  • Coordinate with joint venture partners to ensure alignment on assumptions, scope, pricing, and risk allocation.

  • Support constructability reviews, value engineering, and estimating-related design deliverables.

Client, Surety & Risk Management

  • Lead client engagement during pursuits and establish the company as a trusted and knowledgeable partner.

  • Manage surety interactions and project insurance requirements in coordination with leadership and risk teams.

  • Track comprehensive bid history and performance data to support benchmarking and continuous improvement.

Process & Transition

  • Establish and improve standardized estimating processes, procedures, and controls.

  • Ensure seamless handoff of estimates, assumptions, and risk items to operations teams at project award.


What We’re Looking For

  • Bachelor’s degree in Construction Management, Engineering, or a related field (equivalent experience considered).

  • 10+ years in preconstruction and 5+ years in construction or operations leadership.

  • Proven track record leading estimates and pursuits for complex infrastructure projects exceeding $100M.

  • Experience with Alternative Delivery models including Design-Build, CM/GC, and P3/Concessions.

  • Transformational leadership style with experience building, mentoring, and retaining high-performing teams.

  • Deep knowledge of construction systems, pricing trends, and estimating methodologies from conceptual design through final GMP.

  • Strong communication, negotiation, and interpersonal skills; ability to influence at all organizational levels.

  • Analytical, organizational, and problem-solving skills with the ability to prioritize and meet aggressive deadlines.

  • Integrity, professionalism, discretion, and sound business judgment.

  • Proficiency with Microsoft Office Suite and heavy civil estimating software (e.g., HCSS HeavyBid).

  • Adaptability and resilience to manage evolving market conditions and project complexity.
