ABOUT THE POSITION
The Department of Veterans Services is seeking a Veterans Services Assistant (VSA) for its Temecula office.
The selected candidate will support veterans, their dependents, and survivors in accessing benefits from federal, state, and local agencies. They will perform complex clerical tasks, ensure compliance with policies and procedures, review reports, maintain case files, and improve office operations. The role involves assisting Veterans Services Representatives by processing forms, drafting correspondence, organizing records, and supporting claims preparation. They will gather supporting documentation, explain benefit programs, and coordinate office procedures. Additionally, they will refer individuals to appropriate social service organizations, assist in planning events, and participate in departmental meetings.
The department seeks candidates with experience in veterans services and benefits, proficiency in interviewing individuals to collect personal or medical information, and a background in delivering courteous customer service. Knowledge of procedures for obtaining services and benefits for disabled veterans and their dependents, along with strong customer service, organizational, communication, and writing skills, is preferred. Additionally, experience with VETPro, Veterans Benefits Management System (VBMS), Microsoft Office Suite, Citrix, and/or CPRS (Computerized Patient Record System) is highly desired.
Experience or knowledge with veteran services claims is required for this position, demonstrating the ability to effectively support and manage related processes.

EXAMPLES OF ESSENTIAL DUTIES
MINIMUM QUALIFICATIONS
Experience: Two years of clerical experience, at least one year in a position requiring interviewing, counseling and/or guidance or obtaining information in fields similar to employment agencies, disability insurance, Social Security, hospital, or social service agencies.
Experience or knowledge with veteran services claims is required for this position, demonstrating the ability to effectively support and manage related processes.
Knowledge of: The principles, methods and equipment used in information processing; interviewing techniques; correct English usage, grammar, spelling, vocabulary, punctuation, format, and style; office procedures, including preparing correspondence and reports, filing and operating standard office equipment.
Ability to: Understand the capabilities and applications of information processing equipment considering the requirements of the unit; explain laws, policies and procedures; identify relevant supporting information; make determination and recommendations; use initiative and judgment in setting up formats for a variety of documents; provide guidance to and train staff; proof and correct copy into acceptable final form; store and retrieve a variety of documents and subdocuments; meet departmental production and accuracy standards; establish and maintain effective working relationships.
SUPPLEMENTAL INFORMATION
Employee must obtain United States Department of Veteran Affairs (USDVA) accreditation through the California Department of Veteran Affairs (CDVA) within the first 12 months of employment. Service in the Armed Forces of the United States with an honorable discharge is desired but not required.

Pre-Employment

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees Retirement System (CalPERS).

CalPERS is governed by the Public Employees Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY:
Employees contribute to State Disability Insurance (SDI), which provides wage replacement benefits for those unable to work due to non-work-related illness, injury, or pregnancy. SDI also includes Paid Family Leave benefits. The wage replacement rate, as defined by current law, is between 60-70% of wages earned during the SDI eligibility period. Benefits can be coordinated with other available leave balances to provide up to 100% of regular pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
