THE POSITION

Full Time Position / Position works 40 hours per week, includes excellent full-family benefit package, PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

Job Summary:

This position provides support to the Veterans Services Officer by assessing the needs of clients and offering assistance with processing claim forms.

Under the direction of the Veterans Service Officer

  • Work with confidential information with a high degree of professionalism and possess the ability to remain calm in confrontational or high pressured situations.
  • Type, design, and compose various correspondence, forms, graphics and reports and operate a variety of complex office equipment, which would include computerized equipment.
  • Independently research, compile and summarize information for a variety of reports or to address, resolve issues or problems; prepare information for inclusion into reports; provide project and program management as assigned, which includes coordination with other agencies.
  • Interpret to public and other departments or divisions information requiring a thorough knowledge of departmental policies and procedures and statutory authority in order to provide assistance, exchange information, and solve problems.
  • May represent manager or department at meetings; provide assistance role to boards and committees related to department, including foundation support relating to donated funds.
  • Provide secretarial support as needed; coordinate incoming and outgoing information, paper-flow, calendars and travel arrangements for assigned manager; assist in coordinating and scheduling department or division activities and training.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:

  • Four years of experience working in a VA Facility or County Veteran Service Office.
  • Accredited by USDVA through ODVA as a VSO for at least two (2) years or more.
  • Associates Degree and two (2) years of experience in a County Veteran Service Office or VA Facility or other Veteran related organization.
  • Bachelors Degree in counseling or Veteran related filed.
  • Four (4) years of Veteran related counseling or Veteran related field.

In addition to the above qualifications:

  • Ability to successfully obtain USDVA (U.S. Department of Veterans Affairs) accreditation within 24 months of hire date.

Required

  • At time of appointment, must possess valid Oregon drivers license
  • Regular and consistent attendance

Preference will be given to Veterans who meet qualifications of the position.

Knowledge of: Through knowledge of general office practices and procedures; considerable knowledge of Veterans claim processing and forms, recordkeeping, reporting, and software capabilities. Skill in: Report writing and composing correspondence; typing rapidly and accurately, use of complex office equipment . Ability to: Communicate effectively in both oral and written forms; plan and organize office operations, perform work independently within established polices and procedures.

SCREENING & EVALUATION

Position requires occasional driving. Finalist will be required to provide a court print driving record that meets the Douglas County Driver Policy, as part of contingent offer of employment.

Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background as part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.

Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the Countys drug and alcohol policy.
