Job Description and Duties

The Enforcement Division (ED) is seeking a highly qualified and motivated Vehicle Program Specialist (VPS) to lead the technical, policy, and data analyses needed to maximize the effectiveness of the division's enforcement programs to ensure a high level of compliance with CARB's mobile source regulations, especially in overburdened communities.

Under the supervision of the Division Chief, the VPS will serve as the division's staff expert on mobile source emissions, emission control technologies, and programs designed to reduce emissions from mobile sources with a specific focus on compliance and enforcement. The VPS will plan, direct, and review the division's data management projects and analyses of technical data from vehicles and engines (on- and off-road) to determine impacts on mobile source compliance and enforcement; will interact with other division experts to ensure effective integration and coordination of programs; and will evaluate and develop recommendations and policies that maximize the effectiveness of mobile source compliance and enforcement programs.

In support of this work, the VPS will serve as the division's liaison to and must work collaboratively with CARB divisions, government agencies, and other stakeholders.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

  • The candidate should have strong collaboration skills and an ability to build cohesive and harmonious teams.
  • The most successful applicants will also possess the ability to work independently and cooperatively with other staff and agencies; meet deadlines; follow written and verbal instructions; use tact and good judgment in dealing with people and in handling complex and sensitive policy issues.
  • Applicants should be familiar with Microsoft applications; and have the ability to work flexible hours as needed.
