Duties Description In the Pipeline Safety Section of the Office of Energy System Planning and Performance, Utility Engineering Specialists ensure the safety and integrity of the State's intrastate and interstate natural gas, hazardous liquid, and steam pipelines through regular evaluations of pipeline operators for compliance with integrity management and other industry standards, as well as pipeline safety regulations. Additionally, the Pipeline Safety Section administers the State's "call before you dig" law through education and enforcement. Utility Engineering Specialists perform engineering duties that include, but are not limited to:
Minimum Qualifications General Public
Non-Competitive (NY HELPS)*:
Applicants must have a bachelors degree or higher in an accredited engineering curriculum.
55-b/c:
Candidates who are currently eligible, who meet the qualifications listed in the "Non-Competitive (NY HELPS)" section above are encouraged to apply. If interested in this position and applying using your 55-b/c status, please provide a copy of your current 55-b/c eligibility letter.
Engineering Lists:

Transfer:
Current New York State employee with one year or more of permanent, competitive, or 55-b/c service as a Utility Engineering Specialist 1 (Gas Pipeline Safety), Grade 18.

The above salary range reflects the Geographic Pay Differential of $10,000.
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
This position will require at least 7% travel which may require possession of a valid driver's license.
