Job Summary

Under general supervision, is responsible for performing professional level work ensuring all utility construction projects are managed with the least disruption and inconvenience to general citizenry. Coordinates the phasing, staging, and detouring of utility projects with various City Departments, public agencies, neighborhood organizations, and business representatives. Exercises functional supervision over assigned staff.

Essential Job Functions

  • Manages the use of public Right of Way for utility maintenance and instruction.
  • Programs the necessary phasing for all Utility Projects to be constructed in such a manner as to alleviate the major impact of inconvenience to the traveling public and residents.
  • Conducts administrative analysis, interpreting and developing policies, and resolving citizen complaints.
  • Represents the Department at various meetings.
  • Acts as the liaison between the Public Works Department, Utility Companies, VIA Transit, Texas Department of Highway and Public Transportation and other entities engaged in excavation in the Citys Right of Way.
  • Reviews, approves, and coordinates temporary street closures for special events.
  • Prepares technical reports and evaluations of projects.
  • May prepare cost estimates on department projects.
  • Functions as coordinator for department on construction and capital projects, as necessary.
  • Audits Engineering Technicians records during and at the completion of a project to ensure accuracy of fees and penalties.
  • Addresses major or complex problems not normally handled by subordinates regarding field alterations during construction.
  • Reviews rough drafts of proposed field alterations and negotiates issues with right of way user, as required.
  • Reviews and makes recommendations on preliminary project plans at final review stage.
  • Evaluates right of way users performance at completion of project.
  • Checks and submits paperwork involving assigned employees leave, accident reports, etc.
  • Performs functional supervision over staff engaged in inspections or utility maintenance and construction projects to ensure proper inspections.
  • Performs functional supervision over office staff responsible for maintaining and providing clerical and administrative support.
  • Informs Right of Way Manager of the status of all projects and problems requiring attention.
  • Performs administrative tasks, such as attending pre-construction meetings.
  • Travels daily to project locations to coordinate utility adjustment issues and assess project progress.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Associates Degree from an accredited college or university.
  • Four (4) years of increasingly responsible experience in municipal construction management, including one (1) year of supervisory or lead responsibility.
  • Valid Class "C" Texas Drivers License

One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of engineering and construction principles and practices.

  • Knowledge of all applicable Federal, State, and local ordinances, codes and regulations related to construction practices and methods.
  • Knowledge of hazards, safety, and OSHA regulations related to the construction industry.
  • Skill in coordinating work projects and providing technical assistance.
  • Skill in utilizing tools and equipment used in the construction, engineering, and surveying trade, to include Instrument/Level, Laser, Slump Cone, Scale, and Nuclear Density Machine.
  • Skill in utilizing a computer keyboard, basic office equipment, and business productivity applications.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to interpret and apply all regulations and policies.
  • Ability to learn GIS mapping and permit management applications.
  • Ability to prepare clear and concise reports.
  • Ability to solve engineering calculations and construction problems.
  • Ability to exercise independent judgment.
  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to exercise firmness and tact in dealing with contractors, engineers, etc.
  • Ability to perform all the essential functions of the position, with or without accommodations.
