Description

Anaheim Public Utilities (APU) is seeking an experienced and strategic Utilities Warehouse and Logistics Manager (Inventory & Facilities Manager) to lead procurement and warehouse operations for Orange Countys only municipal utility providing both electricity and water services to one of Californias largest cities - home to 350,000 residents, 20,000 businesses, and 25 million yearly visitors. This is a high-visibility leadership role that combines strategic procurement decision-making with hands-on operational oversight - offering the right candidate a unique opportunity to shape strategic utility procurement practices, strengthen supply chain resilience, and build lasting operational improvements in a mission-driven public agency.

The Utilities Warehouse and Logistics Manager will provide vision and direction while overseeing a small procurement team and warehouse staff responsible for managing inventory, receiving, issuing, and staging equipment, and supporting field crews during callouts and emergencies. A significant dimension of this role is strategic utility procurement leadership - including sourcing critical utility materials and equipment such as distribution transformers, cable, switches, and other electrical components - working closely with key suppliers to strengthen procurement processes, improve inventory forecasting, and ensure timely delivery of materials and equipment essential to APUs electric and water operations. Equally important is the managers responsibility for providing clear direction to warehouse staff, establishing and maintaining standard operating procedures, and fostering a safe and well-organized warehouse and yard environment. Collaboration with engineers, field and project managers, and senior management will be essential to anticipate and plan for long-lead items that are critical to the success of high-profile capital projects. This position works actively with various internal and external stakeholders, analyzes data and business intelligence, evaluates market dynamics including material availability and pricing, and presents actionable insights and metrics to senior and executive management.

The ideal candidate is a strategic leader who has demonstrated the ability to directly oversee and inspire staff, align teams around key operational and procurement goals, and drive meaningful results in a dynamic utility or public agency environment. Strong knowledge of and experience in procuring utility-related materials and equipment - or equivalent depth in municipal procurement, public agency contracting, and competitive bidding requirements - is highly desirable. A bachelors degree in business, supply chain management, public administration, or a related field is highly desirable, as are professional certifications such as CPSM (Certified Professional in Supply Management), CPM (Certified Purchasing Manager), CPIM (Certification in Production and Inventory Management), CPCM, CCCM, or PMP (Project Management Professional). Essential Functions

  • Provide leadership and oversight of procurement activities, including development and review of purchasing requisitions, RFPs, contractual agreements, and vendor negotiations to secure materials, equipment, and services in support of utility operations and capital projects.
  • Collaborate with engineers, project managers, field supervisors, and senior management to forecast material and equipment needs, anticipate long-lead items, and develop strategies to ensure timely delivery of critical resources.
  • Develop and maintain strong working relationships with key suppliers and contractors to improve forecasting accuracy, production scheduling, and supply chain reliability.
  • Review and analyze supply chain data and industry trends to identify risks, recommend solutions, and drive continuous improvement in procurement and warehousing processes.
  • Coordinate the organization, staffing, and operational activities for utility warehouse functions including shipping and receiving, inventory control, storage and handling of supplies, materials and equipment; participate in the development of specifications for the purchase of equipment.
  • Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
  • Participate in the selection and testing of new work management, inventory, and financial systems; recommend the purchase of systems and participates in the implementation and testing of new systems.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Direct, coordinate, and review the work plan for warehouse and yard services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Participate in the selection of warehouse personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Participate in the development and administration of the warehouse budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  • Review Public Utility Department supply requirements and order materials and tools to maintain adequate supply levels; review work orders for materials needs and job scheduling.
  • Ensure inventory accuracy levels are maintained; ensure the quality and timeliness of warehouse deliveries, receipt of shipments, and payments to vendors.
  • Review and evaluate bids from vendors; lead or support the development of procurement packages, recommendations for purchase, and contract administration activities.
  • Review current and completed work of utility warehouse and yard employees to ensure high productivity and efficiency; ensure that appropriate quality standards are maintained; establish safety procedures and guidelines for accident prevention.
  • Supervise and monitor inventory control systems; store and dispose of surplus materials and supplies; reconcile inventory discrepancies.
  • Support preparation of specifications for the acquisition of new equipment and/or facility operational functions.
  • Participate on committees as needed; prepare and present staff reports and other correspondence as appropriate and necessary.
  • Coordinate warehouse and yard activities with those of other divisions and outside agencies and organizations; collaborate and coordinate the maintenance and security of the utilities yard and warehouse.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of purchasing; incorporate new developments as appropriate into programs.

Qualifications

Experience and Education: Five (5) years of responsible supply chain management experience that may include strategic sourcing, SKU management and forecasting, warehouse management, and inventory control including one year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized training in accounting, business, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Operational characteristics, services, and activities of an electric and water utility warehouse; modern and complex principles and practices of inventory control including computer control systems; methods of shipping and receiving; equipment, materials and tools used in utility operations; standards inventory control measures; accounting principles; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations.

Ability to: Coordinate and direct electric and water utility warehouse; supervise, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing warehouse operations to a public water and electric utility; understand the organization and operation of the department and of outside agencies as necessary to assume assigned responsibilities; prepare test scenarios and evaluate outcomes on new programs and systems; accurately audit inventory and solve discrepancies; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; effectively represent the division to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; interpret and explain warehouse policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of an appropriate, valid driver's license.
