UAS Marketplace Program Integrator

Overview

The Uncrewed Aircraft System (UAS) Marketplace Program Integrator (PI) will assist the Program Management Office (PMO) Uncrewed Aircraft Systems (UAS) International Project Office (IPO) by serving as the IPO's primary manager for the UAS Marketplace activities for all Partner Nations. The Marketplace PI shall also conduct the duties of managing and executing the UAS PMO IPO FMS program requirements. This includes the management of FMS case lines in concert with executing life cycle support for assigned FMS countries. The PI shall be responsible for the overall planning and execution of the Total Package Support in response to requests from Foreign Partner Nations (PN).

Responsibilities

The PI shall be co-located with the UAS PMO IPO, report to the UAS PMO IPO Deputy Director, and perform the following duties:

• Responsible for all IPO requirements for the Marketplace as it pertains to foreign PNs:

• Control PN access to browse and purchase from the UAS Marketplace.

• Assist with the review for exportability and onboarding of items on the UAS Marketplace.

• Coordinate with relevant Government agencies to obtain exportability release before listing items for PN access on the UAS Marketplace.

• Serve as FMS SME for UAS Marketplace.

• Be responsible for the technical and program/PMO case lines management; Plan and execute the PM UAS-managed lines and services for their FMS cases, including schedule, cost, and quality performance; Plan, execute and manage the transition between new case development, production and sustainment; Plan, advise, coordinate, execute, communicate, and control PM UAS managed lines on FMS cases through all phases of the case life cycle and development of the program schedule; Perform program management responsibilities following contract award, manage cost, schedule, performance, quality, risk, etc. and perform change management, as required; Prepare and execute case management plans to ensure case objectives are achieved; Recommend changes to the case baseline (cost, schedule, etc.); Assist in development of "planning cases" as needed to present options to FMS customers; act as UAS PMO IPO Lead for PM UAS-managed pre- and post-LOA activities; Perform as the Risk Manager for the assigned lines within the country FMS case by recommending preventive actions in advance of anticipated problems; Initiate Funding Request Documents; Provide oversight of Country cost and schedule as per each contract in support of the case.

• Gather pre-and post-LOA resource estimates, including resources external to UAS PMO IPO; Conducts technical evaluations of LORs for adequacy and provides responses.

• Integrate and synchronize supporting functions (obsolescence, logistics, Systems Readiness Directorate (SRD), PM UAS, etc.) for the assigned cases.

• Plan, prepare and execute Definitization Conferences, Provisioning Conferences, Program Management Reviews, Working Group Meetings, In-Process Reviews; Participate in site surveys to assist FMS customers in developing requirements; Prepare reports and present technical and programmatic briefings to both U.S. Government officials and supported FMS partners as required; Participate in special UAS PMO IPO study groups and internal/external Integrated Product Teams (IPTs), as required.

• Support FMS technical evaluations of contractor proposals.

• Assist in development of required CRP documentation, to include Statements of Work (SOW)/Performance Work Statements (PWS) (prepared by the Procurement Analyst and submitted to the Contracting Officer (KO)), and Contract Data Requirements Lists (CDRLs); Execute contract options in a timely manner; and ensure the FMS case has required funding lines available for executing that option.

Qualifications

Required Qualifications:

• Bachelor''s Degree.
• 6 Years' relevant experience.
• Excellent verbal and written communication skills.
• Proficient in use of computers, computer peripherals, and the use of various word-processing software including the Microsoft Office suite.
• Strong ability to manage time and prioritize tasks.
• Strong ability to work with minimal supervision.
• Active Secret Clearance required
• Travel Requirements (CONUS and OCONUS): up to 25%.

Desired Qualifications:

• Field experience with UAS/UAS operations.
• Military Instructor
• Recent relevant Military experience

• Regular i3 hours are 8:00 a.m. - 5:00 p.m. Monday-Friday, however, additional hours may be required on occasion. Regular and punctual attendance is required.
