Truck and Surface Transportation Director PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Truck and Surface Transportation Director to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our Company headquarters in Parsippany, NJ. The Director, Truck & Surface Transportation is responsible for leading the strategy, execution, and optimization of all trucking and surface transportation activities across the network. This role ensures reliable, cost-effective, and flexible last-mile and intra-network movements, while positioning truck transportation as a commercial lever that supports trading, supply optimization, and customer commitments. Reporting to the Vice President, Transportation & Commercial Infrastructure, this role will establish a centralized approach to trucking strategy and operations, driving improved service levels, cost performance, and responsiveness across the system. PRINCIPAL RESPONSIBILITIES: Develop and execute a network-wide trucking and surface transportation strategy that supports trading, refining, supply optimization, and customer commitments. Optimize rack utilization, routing, dispatch, and delivery economics across all locations to improve service, flexibility, and cost performance. Position trucking as a strategic alternative to rail, marine, or storage where economically and operationally advantageous. Lead carrier strategy, including carrier selection, contracting, rate structures, and performance management for both term and spot capacity. Build and manage strategic carrier relationships to ensure reliable capacity access while capturing market-driven value opportunities. Oversee first- and last-mile execution, ensuring consistent, timely, and reliable deliveries across refineries, terminals, and customer locations. Serve as escalation point for service disruptions, execution failures, and critical operational issues affecting transportation performance. Own trucking-related cost performance, including freight rates, accessorials, detention, and total cost per barrel. Establish and monitor KPIs related to on-time delivery, cycle time, cost efficiency, and carrier performance, partnering with analytics to improve visibility and reporting. Build and lead a centralized Truck & Surface Transportation organization, establishing standardized processes, governance, and decision frameworks. Partner cross-functionally with Trading, Scheduling, Refinery Operations, Commercial, and Network Optimization teams to drive integrated logistics execution and continuous improvement. QUALIFICATIONS & EXPERIENCE Business or Supply Chain Degree, or equivalent experience 10+ years of experience in transportation, logistics, or supply chain, with significant exposure to trucking operations Experience in refined products, energy, chemicals, or bulk logistics environments strongly preferred Proven track record managing carrier relationships, contracts, and operational execution Strong understanding of transportation economics and cost drivers Experience working in commercially driven organizations (trading, supply, or optimization environments preferred) LEADERSHIP & FUNCTIONAL COMPETENCIES Commercial mindset: Ability to position transportation decisions in terms of margin, value, and tradeoffs Operational rigor: Strong execution discipline and attention to service reliability Analytical capability: Ability to leverage data to drive decisions and identify optimization opportunities Influence & collaboration: Works effectively across trading, scheduling, and operations teams Change leadership: Comfortable building new processes and driving organizational transformation This position is on site 5 days a week. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation. Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases. The facility is strategically positioned on the Gulf Coast with strong logistics connectivity that offers flexible raw material sourcing and product distribution opportunities, including the potential to export products.  Our East Coast refineries, at Delaware City and Paulsboro, have a combined refining capacity of 370,000 bpd and Nelson Complexity Indices of 11.3 and 13.2, respectively. These high-conversion refineries process primarily medium and heavy, sour crudes and have historically received the bulk of their feedstock via ships and barges on the Delaware River but have the capability to receive crude shipments via rail into crude rail unloading facilities at our Delaware City refinery. Our Midcontinent refinery, at Toledo, processes light, sweet crude, has a throughput capacity of 170,000 bpd and a Nelson Complexity Index of 9.2. The majority of Toledo’s WTI-based crude is delivered via pipelines that originate in both Canada and the United States. Since our acquisition of Toledo in 2011, we have added additional truck and rail crude unloading capabilities that provide feedstock sourcing flexibility for the refinery and enables Toledo to run a more cost-advantaged crude slate.
