1. Job Title: Traveling Construction Security Manager (CSM)
2. Job Summary
The Construction Security Manager (CSM) is responsible for overseeing all security-related aspects of construction activities within a secure job site. This role ensures strict access control, material inspections, construction monitoring, and documentation in compliance with client requirements and ICD 705 standards. The CSM works closely with the General Contractor, Subcontractors, Project Manager(s), security personnel, and the client to protect the integrity of the secure space and support successful accreditation.
3. Key Responsibilities:
3.1. Site Access & Security Control
· Open and close the secure construction site daily, including unlocking and securing all gates, doors, and fence access points.
· Control and manage sign-in and sign-out of all personnel entering the secure construction area.
· Verify worker identities against the approved access list provided by the General Contractor using valid government-issued identification.
· Issue, track, and collect numbered security badges for all authorized personnel.
· Audit access logs and badges daily to ensure compliance.
· Coordinate with third-party security guards, when utilized by the client, to oversee and support access control procedures.
· Comply with all access requirements, including personal sign-in and badge use.
3.2. Material Inspections
· Inspect all construction materials prior to entry into the secure perimeter.
· Perform visual inspections to identify anomalies, irregularities, or potential security concerns.
· Authorize contractors to bring materials into the secure area once inspections are complete.
· Document all material deliveries in daily reports.
3.3. Construction Monitoring & Compliance
· Monitor all construction activities within and adjacent to the secure area to ensure work is performed in accordance with approved plans, details, and specifications.
· Ensure compliance with construction security requirements, including enforcement of prohibited equipment policies.
· Prevent the use of unauthorized devices such as cell phones, tablets, cameras, or recording equipment within the secure perimeter.
· Allow two-way radios for foremen only on a case-by-case basis, as approved.
· Supervise work to ensure the secure space is not compromised and remains eligible for ICD 705 accreditation.
3.4. Documentation & Photography
· Photograph all phases of construction, including but not limited to:
o Acoustical sealant on tracks
o Stud spacing
o Insulation installation
o Foil Installation
o Wall Penetrations
o Drywall layering
· Photograph and document all penetrations through secure perimeter walls.
· Create and maintain penetration plans using Bluebeam, including numbered locations and detailed legends.
· Organize construction photographs by wall, ceiling, floor, penetrations, and doors.
· Upload all construction photos to BOX daily with clear and consistent labeling.
· Maintain exclusive control of photography; only the CSM is authorized to take photographs.
3.5. Coordination & Communication
· Work closely with the Project Manager to ensure construction complies with client requirements and ICD 705 standards.
· Attend project meetings to review photographs, daily reports, and construction progress.
· Correspond directly with the client regarding job progress, security concerns, construction issues, and potential changes.
4. Qualifications
· Experience in commercial construction required.
· Experience in construction security, secure facility construction, or related fields preferred
· Knowledge of ICD 705 requirements and secure space accreditation processes strongly preferred
· Strong attention to detail and documentation skills
· Ability to enforce security procedures and work effectively with multiple stakeholders
· Proficiency with digital documentation tools (e.g., Bluebeam, BOX) preferred
· Excellent communication and organizational skills
