Job Description Summary:

OVERVIEW OF ROLE (Medians and Bikeways)

Under limited supervision, the Transportation Maintenance Lead Technician coordinates and leads maintenance and operation tasks in the transportation corridors and streets. This includes daily coordination of activities and performs a variety of skilled and semi-skilled tasks in the areas of multi-use paths, and medians. Responsible for ensuring job sites are safe and in compliance with Colorado state laws and City expectations.

MEDIANS AND BIKEWAYS

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Identifies hazards and additional maintenance needs in medians and bikeways to maintain the health of various types of turf, shrubs, and trees in assigned areas, and clearly explain these needs to lead staff or supervisors.
• Performs mowing, trimming, vegetation and debris removal along transportation corridors, multi-use paths, and in median and pocket park areas.
• Performs lead worker responsibilities and provides oversight, including task assignment and work instruction, for multiple work teams in the field.
• Serves as the main point of contact for and interacts directly with the public at work sites, including may interact with members of the public in the field to provide information and customer service. Provides input into responses to inquiries from the public and internal departments and requestors.
• Regularly manages customer service interactions, including correspondence in CRM system, and in person and over the phone customer interactions.
• Manages Asset management data and oversees asset management entries by field crews
• Assist with developing recuing maintenance programming.
• Perform lead worker responsibilities, directing work of others, providing feedback and direction.
• Maintains and updates asset management software.
• Improves habitat quality and overall site appearance including proper disposal of cut plant materials, trash and debris cleanup, sweeping, etc.
• Uses tools and equipment in the performance of maintenance tasks and may perform minor and preventative maintenance on equipment and vehicles.
• Assigns Customer requests to staff and ensures completion.
• Performs snow and ice control operations with various equipment. Provides Snow Operations Dispatching. Responds to 100% of snow shifts when called from October through April.
• Performs rotating standby duties as required, working during irregular hours, weekends, evenings, holidays, and emergencies.
• Promotes a safety culture and ensures others do so in order to promote a safe work environment and prevent injuries and illnesses.
• Enforces and adheres by organizational policies, rules and regulations related to staff using city vehicles, equipment, and public works facilities.
• Ensures safe public spaces while completing work tasks and raises safety concerns to appropriate supervisors or contacts.
• Trains and leads temporary staff in safe operation of all equipment and vehicles.
• Identifies addresses or elevates any health and safety risks within the public works facilities.
• Facilitates communication with co-workers and supervisors. by communicating important information from supervisors and other City officials to co-workers. Shares information and receives feedback, listens to and respects input, participates in workgroup conversations, and directly deals with issues that arise.
• Works with Project Managers on project specifications.
• Maintains accurate records of work performed and materials and equipment used.
• Provides oversight to contractors.
• Leads seasonal or temporary employees including task and work assignment and providing basic field training, input, feedback, and direction.
• Coordinates and works with staff in other work groups and divisions and departments in designing renovations and new areas.
• Troubleshoots issues of high complexity, judging, prioritizing, and responding appropriately to the potential for public health and safety concerns.
• Reports conditions and events occurring in right-of-way to supervisors.
• Assists in maintaining the Utilities infrastructure system.
• Performs related duties as required to meet the needs of the city.
• Knows and complies with all city and department policies and participates in professional trainings and development.
• Demonstrates behavior in accordance with the City Values.

MINIMUM QUALIFICATIONS

• Ability to "Set Grade" with a transit or laser to ensure proper drainage.
• Ability to deal courteously and effectively with the public in difficult situations.
• Ability to demonstrate a strong work ethic and maintain a fair share of the team's workload.
• Ability to demonstrate basic mathematic skills.
• Ability to demonstrate effective written and verbal communication skills.
• Ability to demonstrate experience leading crews in the field without direct supervisory responsibility, including the ability to plan work activities and direct work of others and to correct any safety issues.
• Ability to demonstrate proficient use of technology including the use of laptops, smart phones, mapping software, and Microsoft Office.
• Ability to participate as a member of a team, treat coworkers and supervisors with respect and courtesy, contribute and give input to the team and promote teamwork while recognizing the needs of team members.
• Ability to remain alert to conditions and events occurring on public rights-of-way indicating anticipated or needed repairs.
• Ability to run Customer request reports and provide responses.
• Ability to safely operate a variety of hand, power, and long handled tools and equipment to perform installation, maintenance, and repair tasks.
• Ability to take proper care of the City's equipment, clothing, and resources.
• Ability to take proper safety precautions to prevent accidents including use of all required safety equipment and following all safety regulations, policies, procedures and reporting requirements. Responsible for the safety of self, others, materials, and equipment. Does not operate a vehicle or equipment in an unsafe manner, including avoiding the use of a cell phone. Reports all injuries, as well as accidents and damage to city property.
• Knowledge of City of Boulder streets maintenance best management practices and design standards.
• Valid Driver's License and ability to maintain an acceptable motor vehicle record.
• Have and maintain an acceptable motor vehicle record, including criminal conviction history, and pre- and post- employment drug and alcohol testing.

PREFERRED QUALIFICATIONS

• Ability to demonstrate previous experience as a crew leader, workgroup foreman or supervisory experience.
• Ability to read and understand blueprints and other construction drawings.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Pre-paving planning and project partnering.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Asphalt binder selection/superpave mixes.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Pavement preservation.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Porous pavements.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Best practices for roller operations.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Best practices for achieving smoothness.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Cold weather paving.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Troubleshooting Field and pavement problems.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Commercial and residential paving.
• Completion of Rocky Mountain Asphalt Equipment Contract (RMAEC) short courses (or equivalent) - Warm mix asphalt.

REQUIRED EDUCATION AND EXPERIENCE

• High School Diploma or GED.
• Six (6) years of progressively responsible related experience in streets or landscape maintenance with extensive field experience and a strong working knowledge of streets maintenance operations that includes two (2) years of asset management software knowledge (responsible for completing work orders) and six (6) years snow removal experience and participation in snow standby rotation.
• Commercial Driver's License, Class A with tanker endorsement and without restrictions, or new hires have ability to obtain within six (6) months after passing probation.
• American Traffic Safety Services Association (ATSSA) Flagger Certification) or equivalent certification as a traffic flagger or new hires have ability to obtain within nine (9) months.
• Front-End Loader Certification or new hires have ability to obtain within nine (9) months.
• Skid-Steer Loader Safety Training Certification or new hires have ability to obtain within nine (9) months
• OSHA 30-hour Training Certification or new hires have ability to obtain within one (1) year.
• Backflow Prevention Cross Connection Control Certification

WORKING CONDITIONS AND REQUIREMENTS

• Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to operate equipment, and review evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an outdoor environment in a variety of weather conditions and in confined spaces and to operate equipment while working in and around moving traffic. Upper body strength to lift and carry equipment and supplies as needed. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Ability to perform a wide range of physical and manual tasks in an outdoor environment, in and around moving traffic and equipment, and in areas of limited access. Requires standing, walking, bending, and kneeling. Upper body strength to lift and carry equipment and supplies as needed. Ability to use all required safety equipment.
• Work Environment: Works outdoors in a variety of weather conditions in and around moving traffic, and in confined spaces. Works in a setting subject to continuous interruptions and background noises. Occasionally performs office duties. Works irregular hours, weekends, evenings, holidays, and emergencies.
• Machines and Equipment Used: Compactors, air compressors, hand and power tools, long-handled tools, jackhammer, chainsaw, tamper, grinder, compressor, safety devices, utility truck, single and tandem-axle dump trucks, backhoe, loader, two-way radio, telephones, calculators, computers and copy/fax machines.
