Job Description and Duties

Under the direction of the California High-Speed Rail Authority's (Authority) Supervising Transportation Engineer, the Transportation Engineer (Civil) performs a wide variety of professional engineering work primarily in a field setting. The incumbent is responsible for overseeing and inspecting portions of the design and construction, such as bridges, retaining walls, Mechanically Stabilized Earth (MSE) walls, and other structures, including guideways, drainage, concrete and asphalt pavement, embankments, barriers, utilities, traffic control, striping and signs, sidewalks, railroad, and other civil work for the complex Construction Package mega-project, including overseeing the Design Build (DB) contractor's efficient design and construction of a quality facility within the project's cost, scope, and schedule. The incumbent will also provide oversight of work performed by the Project and Construction Management (PCM) consultant, the Program Delivery Support (PDS) contracts, and other various contracts. The incumbent assists the Design and Construction Engineer in representing the Authority at meetings and prepares correspondence and reports.

Working Conditions

Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. The incumbent must be able to focus for long periods of time, multi-task, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities. This is a field position. The position involves exposure to night work, field work, earthwork, paving operations, lab work, fog, weather conditions, chemicals, lab conditions, equipment, machinery, heat, cold, dust, gas, fumes, outdoor conditions, indoor conditions, humidity, and high noise levels.

The Incumbent must work with a variety of materials and testing equipment. Workload demands may subject the employee to night work, flexible hours, overtime, frequent shift changes, frequent changes to work hours and workdays, and geographic transfer. The incumbent must be able to work on uneven ground, climb, lift, carry, bend, squat, kneel, crouch, reach, pull, push, grasp, sit, stoop, crawl, and repetitive use of extremities. The incumbent must be also able to transport a variety of objects weighing up to 40 pounds. A hard hat, eye protection, and safety vest or approved safety shirt must be worn at all times while in the field.

  • Experience preparing technical documentation and reports.
  • Knowledge and experience of engineering surveying, materials, testing, tools, and equipment used in construction and maintenance of transportation facilities.
  • Ability to analyze and develop effective solutions to difficult and technical problems relating to high-speed rail project.
  • Knowledge and ability to use office applications, including word processing, spreadsheets, and presentations; take meeting minutes, and prepare meeting calendars.
  • Demonstrated ability to do mapping and drafting maps, charts, and diagrams of transportation systems.
  • Demonstrated ability to understand construction plans and specifications of transportation systems and transportation facility planning and design principles for a high-speed rail system.
