Job Details

We are seeking a Transactional/Municipal Law Attorney with 5+ years of experience representing public agencies in transactional, land use, and advisory matters. This attorney will support cities and other public agencies on a wide range of municipal law issues, including governance, land use, planning commission matters, public meeting compliance, public records, and regulatory matters.
The ideal candidate will have direct experience serving as legal advisor to a planning commission or another public body, board, or public agency. This attorney should be able to step in and cover planning commission meetings, board meetings, city-related meetings, and other public agency matters as needed.

Responsibilities include:

• Advise cities, municipalities, planning commissions, boards, and other public agencies on transactional, land use, regulatory, and governance matters.
• Provide legal guidance regarding compliance with the Brown Act, Public Records Act, Political Reform Act, and related public agency requirements.
• Attend and advise planning commission meetings, board meetings, public agency meetings, and other governmental proceedings.
• Draft, review, and revise ordinances, resolutions, staff reports, agreements, legal opinions, public agency documents, and related municipal materials.
• Counsel public agency clients regarding land use and zoning matters, including variances, conditional use permits, entitlements, development approvals, and related proceedings.
• Advise clients on environmental regulation and compliance issues, including CEQA and NEPA.
• Support matters involving development agreements, redevelopment dissolution, water law, election law, First Amendment issues, medical marijuana regulation, fair housing, group home regulation, and other municipal law matters.
• Work directly with city staff, public officials, agency representatives, and outside stakeholders.
• Provide practical, timely, and legally sound advice to public agency clients.
• Travel as needed to attend client meetings, public meetings, hearings, and other agency-related proceedings.

Qualifications:

• 5+ years of experience representing public agencies in transactional, land use, and advisory matters.
• Direct experience serving as legal advisor to a planning commission, public body, board, city council, or similar public agency entity.
• Experience advising on Brown Act, Public Records Act, and Political Reform Act compliance.
• Experience attending and advising public meetings strongly preferred.
• Significant experience in one or more of the following areas required: land use and zoning, variances, conditional use permits, CEQA/NEPA, environmental regulation and compliance, development agreements, redevelopment dissolution, water law, election law, First Amendment law, medical marijuana law, fair housing, or group home regulation.
• Juris Doctor degree from an accredited law school.
• Active membership in good standing with the California State Bar.
• Strong legal writing, research, analytical, and advisory skills.
• Ability to communicate effectively with public officials, agency staff, boards, commissions, and clients.
• Ability to work independently while also collaborating with attorneys and public agency clients.
• Ability to travel as needed is desirable.

Compensation and Benefits:

Base Salary: $170,000–$200,000 annually
Bonus: Annual billable hours bonus program
