Salary: $6,043 to $7,351 per month (SR-24, Step D to I). Note: Hiring rates will be based on availability of funds, the applicants qualifications, and other relevant factors. Duties Summary The objectives of the States Trails and Access Program are to provide for a broad range of recreational, cultural, religious, and subsistence opportunities for all people of the State; and to help conserve the States cultural heritage and environment through the use of sound land conservation principles.

Trails & Access Specialist V: At the Trails and Access Specialist V Level in State service, positions in this class are of two general types:

Type A: Positions are responsible for their island district Trails and Access Program activities, including the overall planning, development, and implementation of projects in accordance with the branchs goals and objectives. They are responsible for preparing operating budgets, determining program priorities, and developing policies and procedures for their island district Trails and Access Program. They represent the program at community meetings and events, branch and program meetings, and planning activities, and are responsible for promoting the program throughout the district community to generate support for the programs activities, goals, and objectives. Positions may also direct the work of lower-level specialists and technical personnel in the conduct of trails and access management projects and related activities.

Type B: A position responsible for providing program support services to the districts and staff support to the division administrator. Assignments involve the development and recommendation of broad policies and standards for statewide trails and access activities and for commercial use of trails and related outdoor recreation resources; coordination between the districts for statewide projects or events; conducting administrative and technical support, such as automating the inventory of trails and access roads, and providing consultation to the district trails and access personnel on the technical aspects of the Trails and Access Program.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Education: Graduation from an accredited four-year college or university with a bachelors degree. Coursework must include a minimum of 24 semester credit hours in at least three of the following areas:

(1) natural resources management; e.g., natural or wild land resource conservation, natural area management or conservation, watershed management, wildlife management or conservation, forest management or conservation;

(2) natural resources based outdoor recreation; e.g., principles of outdoor recreation, natural resource interpretation methods, outdoor recreation facilities management, wilderness management, parks administration, wild land fire management, and weed management;

(3) natural resources planning; e.g., environmental/land use/resource/wild land planning, cartography, remote sensing, aerial photographic interpretation, forest land measurements, forest and wildlife resource inventories, watershed analysis and planning, ecosystem analysis;

(4) related studies; e.g., forestry, wildlife biology, plant ecology, forest or wildlife ecology, plant evolution and taxonomy, botany, and zoology.

Specialized Experience: THREE (3) YEARS of progressively responsible professional experience in outdoor recreation management, natural resources management, or other related fields which demonstrated the ability to develop and maintain a trails and access road system within a resource recreational program.

Drivers License: Some positions require possession of a valid drivers license at the time of appointment. This vacancy has this requirement.
