Under direct supervision, the Traffic Operations Technician performs skilled and technical work in the ongoing maintenance and repair of all traffic control devices within the city on a routine and daily basis. Additionally, the incumbent performs with a high degree of physical activity, strength, and effort in a variety of extreme weather and working conditions.

Essential Job Functions

Assists in the maintenance of traffic control equipment by installing, repairing, maintaining and fabricating all regulatory, warning, guide signs, and street name signs, both ground-mounted and overhead, in accordance with the MUTCD. This is done using computer-aided sign making equipment. Performs preventative maintenance on signal hardware and assists in the installation of new traffic signals. Replaces and repairs wiring and underground conduits. Fabricates logos, lettering and numbers for City vehicles, decals for facilities, and other related items.

Assists in the maintenance of school zone flashers by ensuring correct operation, assisting in the installation and operation of school zone flashers and conducting regular inspection of school zone flashers in accordance with the MUTCD. Install regulatory, warning, construction signs, sign posts, and pavement markings. Assists in the maintenance of roadway lighting by troubleshooting and repairing routine lighting systems.

Maintains safe working environments for City workers by setting out warning signs, safety cones and barricades. Deploys traffic counters and changeable message boards as necessary. Performs vehicle inspections and informs supervisor of potential hazards, problem areas, or other work order activities. Assists in providing signage service by fabricating street and regulatory signs. Provides administrative support by processing work orders, maintaining work logs and on-call status, and providing preventative maintenance on the aerial lift truck and other City vehicles.

Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.

Minimum Requirements

Graduation from High School or GED required. Ability to read and understand written instructions, to understand simple processes and the routine operation of machines. Six months maintenance and/or construction experience to include but not limited to the basic maintenance and repair of electrical or electro-mechanical equipment required.

Knowledge of processes and procedures of traffic signal installation, repair, and maintenance; knowledge of the MUTCD as related to construction, school zones, and traffic signals. Familiarity with an experience performing preventive maintenance. Ability to communicate effectively and to maintain effective working relationships with fellow employees and the general public. Knowledge of and ability to use personal computers. Knowledge and experience in working on highway lighting systems. Ability and willingness to perform manual labor. Skilled in the use of highly technical computer applications such as ATMS and the use of small/light equipment and power tools. Ability to establish and maintain a safe working environment.

Other Requirements

Valid drivers license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

Ability to obtain Level I IMSA Traffic Signal Technician Certification with twelve (12) months from date of hire. Ability to be on-call after hours and /or weekends. TEEX Work Zone Traffic Control Certification within 1 month. All un-certified technicians shall work under the supervision of an IMSA level I or level II certified technician until at which time the un-certified technician becomes certified with an IMSA level I traffic signal certification.

Technician must live within 1 hour of the City limits of the City of Rowlett in order to maintain an adequate on-call response time. Technician is required to be on 24-hour call on a rotating basis, including evenings, weekends and holidays.

Work performed causes fatigue of eyes, fingers, and or other facilities because of fairly continuous use of motor senses in work of a mechanical nature. Exposure to various disagreeable elements including continuous outdoor weather conditions, and working in heavy traffic conditions on the roadway. Physical demands include lifting (up to 50 lbs.), carrying, pushing up to 150 lbs, stooping, reaching, climbing, digging with hand shovel, pulling wire and heavy cables, use of hand tools in cramped conditions with potentially hazardous electrical voltages present; some work on live circuits is required. Technician must be able to distinguish between colors. Subject to climbing, must be able to operate a lift truck and be able to work at various heights above the ground off of ladders or in a bucket on a lift truck.
