About Us and the Role:

The City of Glendales Transportation Department provides quality public transit facilities and services that support and enhance a safe and high quality of life for our residents, while helping to improve and sustain the environment.

The Traffic Engineering Specialist performs highly technical and skilled professional work related to traffic engineering, including the design, implementation, inspection, review, and scheduling of traffic control devices such as pavement markings, traffic signing, construction barricades, and/or event barricading, depending on area of assignment. Collaborates with contractors, city staff, and external stakeholders to ensure safety, efficiency, and compliance with federal, state, and municipal regulations.

The ideal candidate for the role will have an Associate degree in Engineering, Electronics, Electrical, Computer Science, or a related field with coursework in traffic engineering, pavement markings, or barricading, and three years of experience in traffic engineering, traffic control, or barricading.

Holiday, Vacation, and Sick Leave:

Regular status position's offer:

  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.

  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.

  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement:

  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 11.98% Effective 7/1/26.

Essential Functions

Depending on assignment duties may include but are not limited to:

  • Designs and drafts for traffic signing, pavement markings, construction barricades, and/or event barricading using computer-aided design software and inventory tracking systems.
  • Conducts field inspections to ensure proper placement, visibility, and compliance with approved plans and safety standards.
  • Reviews barricade and/or traffic control plans submitted by contractors, utility companies, and event organizers for adherence to established guidelines.
  • Coordinates road closures and restrictions within city rights-of-way and neighboring municipalities for special events, construction activities, and other needs.
  • May work traffic control for city-sponsored events and projects.
  • Investigates and resolves service requests related to traffic signs, pavement markings, and/or barricades.
  • Attends pre-construction and/or post-construction meetings to discuss traffic control barricading needs.
  • Develops technical standards and drawings for traffic signing, pavement markings, and/or barricading.
  • Tracks contract costs for barricading services and approves vendor payments.
  • Prepares correspondence and documentation related to inspections, compliance findings, and project updates.
  • May maintain inventories using tracking systems such Lucity.
  • Operates assigned city vehicles to conduct site inspections and oversee installations.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Associate degree in Engineering, Electronics, Electrical, Computer Science, or a related field with coursework in traffic engineering, pavement markings, or barricading, and three years of experience in traffic engineering, traffic control, or barricading.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:

  • Principles and practices of traffic engineering, including traffic control device installation

  • Federal and state transportation laws governing traffic control devices and/or barricading

  • Manual on Uniform Traffic Control Devices (MUTCD) and/or City of Phoenix Barricade Manual

  • Materials and methods used in pavement markings, traffic signing, and/or barricading

  • Computer-aided design software such as AutoCAD, GIS software, and/or inventory systems like Lucity

Ability to:

  • Design and review traffic control and/or barricading plans for safe and effective implementation

  • Conduct nighttime surveys or inspections to ensure visibility and compliance

  • Create computer-assisted traffic control plans using Invarion or similar software

  • Communicate effectively with contractors, city staff, and external agencies

  • Work independently and maintain accurate records of inspections and project statuses

  • Establish and maintain effective working relationships with a diverse group of stakeholders

  • Operate city vehicles

Special Requirements:

  • Valid Arizona drivers license.

  • ATSSA Traffic Control Supervisor certification or IMSA Signing and Pavement Markings certification within one year of hire, depending on area of assignment.

  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required, and they will be subject to further audiogram and vision testing throughout their period of employment. The City of Glendale will incur the cost of all required testing.

Physical Requirements/Working Conditions

Requires lifting up to 60 lbs, walking on busy roadways, and working in extreme weather conditions. Duties may involve evening, holiday, and weekend shifts. Enters, exits, and operates city vehicles.
