Position Summary

The Traffic Engineering Specialist classification is a three-part career progression model comprised of the following working titles: Traffic Engineering Specialist I, II, and III.

Participate and perform technical work for the installation, maintenance, operations, and repair of electrical and electronic traffic signal control devices, various communication devices, ITS components and street lighting. The incumbent is responsible for the maintenance of records and traffic files.

This position requires a Commercial Driver's License and falls under the Department of Transportation, Federal Motor Carrier Safety Administration Rules and Regulations.

The Traffic Engineering Specialist III may oversee or lead the work of other Inspectors depending on assignment.

This is a Safety Sensitive position subject to random drug/alcohol testing.

Education, Training, Experience, Certifications, Licenses and Registrations

Traffic Engineering Specialist I (CDL)

Education / higher education: High School Graduate or equivalent.

Minimum number of years of directly related experience: Two years' Traffic Operations and Maintenance experience. In lieu of experience, any degree in surface/subsurface civil engineering, project/construction management, water/wastewater operations or directly related discipline may satisfy the minimum qualifications.

Education and/or experience preferences: Experience in traffic infrastructure design, civil engineering, project management, construction, infrastructure maintenance, electrical repair, signals, roadway lighting, construction traffic control, roadway markings, signing and striping.

Traffic Engineering Specialist II (CDL)

Minimum number of years of directly related experience: Two years as a Traffic Engineering Specialist I or equivalent with the City of Rio Rancho.

Traffic Engineering Specialist III (CDL)

Minimum number of years of directly related experience: Four years as a Traffic Engineering Specialist II or equivalent with the City of Rio Rancho.

Traffic Engineering Specialist I (CDL)

Driver's License requirement: Commercial Drivers License Required Endorsements: Class B

Engineering Division/Traffic Section: Commercial Drivers License Required Endorsements: Class B

Required certifications, licenses or registrations: Commercial Driver's license within one year of hire. American Traffic Safety Services Association (ATSSA) Traffic Control Technician certification and Associated General Contractors (AGC) Fall Prevention and Excavation & Trenching Competent Person certification within one year of hire.

Traffic Engineering Specialist II (CDL)

Required certifications, licenses or registrations: Commercial Driver's License, American Traffic Safety Services Association (ATSSA) Traffic Control Supervisor Certification, Associated General Contractors (AGC) Fall Prevention, and Excavation & Trenching Competent Person.

Traffic Engineering Specialist III (CDL)

Required certifications, licenses or registrations: Commercial Driver's License, American Traffic Safety Services Association (ATSSA) Traffic Control Supervisor Certification, Associated General Contractors (AGC) Fall Prevention, Excavation & Trenching Competent Person, and OSHA 10-Hour Construction. Candidate must also possess International Municipal Signal Association Traffic Signal Field Technician Level 1,International Public Safety Institute Traffic Signal Field Technician Level 1, or Consolidated Traffic controls Basic Cabinet Training.

Knowledge, Skills and Abilities

Knowledge: Working knowledge of traffic signal wiring, operations & troubleshooting, working knowledge of ITS infrastructure, traffic signals equipment operations, knowledge of the MUTCD Review "One Call" system and line spotting, reading plans, work orders, records, and report writing

Skills: Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in traffic signals, street lighting and line spotting. Working with Geographical Information Systems (GIS); Operation of personal computer, including word processing, spreadsheets, and engineering software and other standard office equipment.The safe use and care of hand tools and equipment necessary to perform various electrical repairs. The safe operation of vehicles, equipment and tools and work in potentially hazardous areas, around moving equipment, live traffic and in a variety of work areas.

Abilities: Read, interpret and work from field notes, surveys, aerial photographs, plans, specifications and similar data; Carry out instructions furnished in written, oral, or diagram form; Write routine reports and correspondence; Speak effectively before groups of customers or employees; Effectively deal with problems involving several concrete variables in standardized situations; Establish and maintain effective, professional relations with other City employees, engineers, public officials, contractors, and the general public; Calculate surface areas, lineal distances, and volumes of measured quantities by performing computerized verifications.

Interaction with Groups/Agencies/Entities: Internal: Works with project and engineering staff on construction projects, routine assignments and special projects. Interacts with other city departments on projects as required. External: Works with contractors, vendors, and other government agencies to secure project data. May interact frequently with the general public.

Essential Functions

Generic duties for Traffic Engineering Specialist:

  • Performs technical engineering duties, including but not limited to, assisting with technical documentation, correspondence, studies, reports and related information for decision-making purposes.
  • Investigates and follows up on citizen requests for service, complaints and requests for information.
  • Maintains service schedules and corrects maintenance problems on department equipment.
  • Provides routine maintenance on traffic signal cabinet components via testing and certification on-site and in the field.
  • Provide routine inspections of all signalized intersection maintained by the City of Rio Rancho. Provide a detailed report of inspection findings to be reviewed by the Traffic Engineer and Supervisor.
  • Performs routine observation of traffic signal infrastructure to ensure proper operation.
  • Tracks and purchases traffic signal and sign inventory.
  • Reviews and approves traffic control permits as needed for Capital Improvement Projects (Traffic Engineering Specialist II & III only).
  • Issues, tracks and maintains work order database for traffic signal, streetlight and sign work orders.
  • Manages recovery program for damaged traffic infrastructure.
  • Performs scheduled traffic signal equipment testing and certifications.
  • May be scheduled for Standby duty on a rotating basis on weekends and holidays with the expectation that call back to work may be needed to address issues with traffic inventory; traffic signals, street lights and/or damaged signing.
  • May receive mentoring and guidance from Electricians (or higher level employees) in the same workgroup or unit to gain additional skills and knowledge in the field.
  • A Traffic Engineering Specialist II and Traffic Engineering Specialist III are differentiated from a Traffic Engineering Specialist I by the assignment of duties of moderate difficulty.
