The companys main shareholders are COMILOG, a subsidiary of the Eramet Group that uses the railway for supply logistics and manganese product shipments from its mining site in Moanda to port facilities in Owendo, and MERIDIAM, an investment fund specializing in infrastructure financing.

Job description:

As part of the Transgabonais Rehabilitation Programme (TRP), the Track Renewal Project Manager acts as the Owners Representative for Track Renewal projects (track, ballast and sleeper replacement), from initial design through to handover, while integrating railway safety requirements and maintaining a constant focus on personnel safety, performance, and cost and schedule control.

The overall investment programme amounts to approximately €1.2 billion, co-financed by the Gabonese State and the concessionaire (via AFD and the EU for the State; IFC and Proparco for SETRAG). Track works include various worksites along the line for a total value of €250 million.

Key Responsibilities:

  • Act as Owners Representative for the execution of investment projects within the Track Renewal scope (sleeper replacement, rail replacement, full track and ballast renewal, station worksites and bridge works) across 648 km of line between Owendo and Franceville.
  • Lead and coordinate all project contributors (internal teams, external engineering firms, construction contractors), ensuring proper resource allocation and expenditure control.
  • Plan, anticipate and organise logistics, procurement and supply for all worksites, while ensuring the continuity of railway traffic.
  • Drive project reviews, procurement planning, preparation of investment authorisation files, contracting with multi-disciplinary contributors, and risk management.
  • Lead negotiations and arbitrations related to the financing of the scope of responsibility.
  • Ensure compliance with railway safety, occupational health and safety, and environmental regulations across all worksites.
  • Propose technical and replanning solutions when traffic-allocated work windows cannot be met.
  • Work closely with other project components and the Network Capacity Enhancement Plan.

Your Profile:

  • Masters degree or engineering qualification in civil engineering or construction, with practical experience in railway works.
  • At least 10 years of operational experience in engineering, project ownership or contracting (engineering management, project management or owners representative roles).
  • Strong commitment to railway safety, occupational health and safety, and environmental compliance.
  • Proven skills in managing multidisciplinary teams and cross-functional relationships, with the ability to drive, anticipate and make decisions in a multicultural environment.
  • Knowledge of investment governance, project management standards and general administrative conditions applicable to construction contracts.
  • Proficiency in project management methods and tools, and a solid understanding of the railway environment.
  • Direct experience in railway track works is a definite asset.
