Job Description:

About the Role:

Cintra, a Ferrovial company, is the leading private-sector transportation infrastructure company in the world, with experience spanning 50 years of innovative highway development on four continents. With US headquarters in Austin, Texas, Cintra manages over $10.1 B of infrastructure projects in the United States and more than $4.1 B of infrastructure projects in Canada. As a wholly owned Cintra subsidiary, Cintra Toll Services (CTS) is responsible for delivering, operating, and enhancing the technology that supports all revenue collection functions for Cintra-sponsored U.S. projects. CTS is a highly strategic asset because it enables effective and efficient toll collection, aligns operations across concessions, reduces sponsor risk, and limits dependence on external vendors. CTS also supports business development efforts for the procurement of new projects.

Key Responsibilities:

The Director of Operations is fully accountable for the day-to-day operations of CTS including:

- Budget

  • Owns the P&L and annual budget in line with the five-year business plan, including monthly monitoring and budget reviews, and aligns invoicing amounts with the technical office, project managers and concessionaires.

  • Approves invoices according to budget, once the concessionaire and the Project Manager certify the work done by the provider.

  • Issues invoices accordingly to change orders and payment milestones in the contracts executed.

  • Responsible to improve baseline and costs.

- Commercial Operations (Delivery, Development, O&M)

  • Issues and negotiates all certificates for payment milestones with the CIOs of the concessionaires and the vendors.

  • Owns the change order lifecycle from cradle to grave, tracking status, approval by all stakeholders, price negotiations and margins, taking day to day decisions under the recommendation of the technical office.

  • Follows with the technical office the O&M activities identifying any potential risk.

  • Cloud FinOps and compliance champion (SOX and RAMP)

  • Responsible to verify the efficiency and efficacy of the FinOps Team, Azure consumption baseline is updated, reporting available and cloud Service Levels Agreements verified.

  • Process Plans, Policies and artifacts

  • Responsible for keeping the process plan updated, making sure that all Project Managers abbey by it.

- Procurement and customer contracts

  • Understands contracts and is the owner of the technical schedules attached to the contract (produce and check their correctness and alignment to the whole contract and to the concession agreements).

- Document Management

  • o Responsible for keeping the shared repository updated, making sure that all Project Managers align to it

- Lesson Learn Program

  • Responsible for reviewing, understanding and making sure that the lessons learnt included in the Root Cause Analysis of incidents are properly applied.

Qualifications:

  • Bachelor of Science degree in IT, Computer Science, Mechanical Engineering, Telecommunications Engineering, Civil Engineering or relevant Business Degree. Postgraduate education desired

  • Texas licensed P.E. is welcomed but not strictly required

  • Proven experience working in complex environments with multiple stakeholders and sponsors in a matrix organization and shared resources. Experience in share services organizations is highly appreciated but not necessary

  • Minimum of 10-15+ years of experience in operations with a strong IT component, desired experience in Toll Operations in an Open Road Tolling Environment (All Electronic Tolling/Managed Lanes environment preferred but not necessary)

  • Demonstrable experience and knowledge in one or multiple of the following fields: Operations Management which includes planning, directing, coordinating, controlling, and evaluating operations typically through subordinate supervisors

  • Design and implementation of Toll Collection Systems, Intelligent Transportation Systems, Road/Traffic control Systems, Operational/Commercial Back Office Systems

  • Contract negotiations

  • Software design/development management

  • Must be able to demonstrate high computer proficiency with Microsoft Office suite (specifically Word, Excel, Project, PowerPoint)

  • Skills in negotiating large contracts with regional implications

  • Good teamwork skills required

  • Active working attitude required

  • Capability to undertake projects with certain self-sufficiency

  • Ability to work against tight deadlines and moving schedules

  • Must be able to proactively multitask, problem solving and implement innovative processes within a fast-paced environment
