Duties Description Property and Equipment Damage Claims

• Receive and process claims for damage to Authority property and equipment.
• Input new claims into the TIPS database and maintain accurate records.
• Collect and verify information from Authority staff, State Police, insurance companies, and other external sources.
• Review and draft settlement releases and Notices of Intent to Sue (especially for government entities).
• Coordinate with the Claims Engineer on infrastructure-related claims (e.g., bridges, signs).
• Ensure timely filing of military-related claims and completion of required forms.
• Track and report monthly and year-to-date totals for approved checks and Attorney General payments.

Patron Claims

• Act as backup for processing claims submitted by traveling patrons.
• Input claims into the database, investigate incidents, and make recommendations to legal counsel.

Legal Referrals and Coordination

• Determine when internal collection efforts are exhausted and prepare referrals to the Attorney General's Office.
• Compile referral packets, gather supporting documentation, and assist with witness coordination and paperwork execution.

Financial Processing

• Review daily payment reports from the Department of Finance.
• Verify payment accuracy and authorize deposits or initiate returns when necessary.
• Process payments received via check, credit card, or electronic transfer, including those forwarded by the Attorney General's Office.
• Provide Finance with detailed breakdowns of payments, commissions, and fees.

Police Reports and Investigations

• Review police accident reports to identify and initiate relevant claims.
• Forward reports to legal counsel and Equipment Management as needed.

FOIL Requests and Legal Inquiries

• Respond to Freedom of Information Law (FOIL) requests related to claims.
• Evaluate subpoenas, search warrants, and other legal requests for compliance with Civil Practice Law and Rules and Authority policy.
• Gather and prepare responsive records for release.

Regulatory Compliance & Licensing

• Ensure compliance with New York Insurance Law § 2108.
• Maintain active licensure and stay updated on changes in state regulations.
• Participate in continuing education or refresher courses.

Fraud Detection and Prevention

• Monitor claims for signs of fraud or misrepresentation.
• Collaborate with legal and investigative units when fraud is suspected.
• Document suspicious activity and escalate appropriately.

Claims File Management

• Maintain organized, complete, and transparent claim files.
• Include all communications, investigative notes, and supporting documentation.
• Ensure honesty and clarity in all written records.

Timeliness and Communication

• Respond to inquiries and process claims within mandated timeframes.
• Communicate clearly and respectfully with claimants, insurers, and internal departments.
• Provide regular updates to stakeholders on claim status and resolution timelines.

Post-Claim Analysis and Process Improvement

• Conduct post-resolution reviews to identify process gaps or inefficiencies.
• Recommend improvements to claims workflows, documentation standards, or communication protocols.
• Participate in team debriefs or audits to enhance future claim handling.

Emergency and Catastrophe Claims

• Be prepared to handle claims arising from emergencies or disasters.
• Understand procedures for temporary adjuster permits in catastrophic situations.
• Coordinate with emergency response teams and insurers for expedited processing.

Training and Mentorship

• Assist in onboarding and training new adjusters or support staff.
• Share best practices and lessons learned from complex claims.
• Contribute to internal knowledge bases or training materials.

Minimum Qualifications Candidates must have six years of experience in legal investigations or investigations and adjusting of accident claims.

Substitutions: Associate degree may substitute for two years of specialized experience; bachelors degree may substitute for four years of specialized experience; masters degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Additional Comments This is a CSEA position. The NYS Thruway Authority offers an extensive benefits package, including but not limited to paid time off, sick leave incentive, membership to the NYS Retirement System, and 90% tuition assistance.

Our telecommuting program offers up to 20% (two days per pay period) upon completion of at least three months of satisfactory performance and appropriate approvals. Additional policy guidelines and work hours may be discussed during the interview.

ADDITIONAL PAY INFORMATION: The salary range for this position includes all applicable annual components of pay which are:

Base Pay: $64,427 hiring rate up to $91,409 job rate

Recruitment & Retention Pay: $7,000
