Job Description
GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel and change in duties as needed.
The Texas Community Recovery System (TCR) Program Specialist (Temp/Casual), provides technical and operational assistance for the Texas Community Recovery (TCR) Management System, including user onboarding, training, troubleshooting, and data management. This role works under general supervision, with moderate latitude for independent judgment and initiative.
Note: This is a Temporary/Casual position established to accommodate a temporary organizational need. As such, TDEM does not guarantee any set number of hours in this role. Temporary/Casual positions are ineligible for employee benefits and have a finite term that is subject for renewal each fixed term based upon business needs.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
Assist TCR Program manager with tasks related to program development, implementation, planning, and evaluation activities.
Provide daily technical assistance and troubleshooting support for TCR system users.
Assist with the creation, formatting, and maintenance of guidance documents, templates, and training materials.
Coordinate and deliver user onboarding and training, including account setup, walkthroughs, and permission management for the TCR system.
Support local governments, volunteer groups, and disaster recovery partners in utilizing the TCR platform for tracking recovery activities.
Help collect, validate, and maintain accurate data in the TCR system (e.g., intake, cleanup, volunteers, donations, case management.
Assist with generating usage reports, identifying gaps in system functionality, and recommending improvements.
Assist with system integrations, data structures, and platform improvements to strengthen TCR functionality and scalability.
Support the build, configuration, testing, and enhancement of TCR system modules and technical workflows.
Participate in disaster activations and field deployments, providing on-site or remote user assistance and training.
Maintain and update internal knowledge base and user resources as platform features evolve.
Collaborate with internal and external partners, including VOADs (Voluntary Organizations Active in Disaster), NGOs (Non-Governmental Organizations), and local jurisdictions - to ensure the TCR platform meets operational needs.
Assist in compiling and analyzing recovery data from iSTAT, IA (Individual Assistance) programs, GLO (General Land Office), VOADs, and recovery teams.
Support other TDEM functions during planned and unplanned incidents and events.
Face-to-face and person-to-person interactions are required as well as the ability and availability to work extended hours when needed.
Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.
Ability to travel up to 40%.
Ability to drive.
Performs related work as assigned.

MINIMUM QUALIFICATIONS:
Education -Bachelor's degree in applicable field or an equivalent combination of education and experience.
Experience - Two (2) years of related experience.
Preferred- Experience with data management and systems support preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
Working knowledge of, or the ability to quickly learn and apply knowledge of TDEM operations, disaster recovery processes, and relevant state and federal guidelines.
Must be organized, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness
Ability to analyze data and system outputs to identify trends, issues, and process gaps.
Knowledge of data management principles, including data validation, and governance.
Ability to responsibly manage sensitive and confidential information and maintain confidentiality.
Ability to anticipate and identify issues and problem-solve.
Skill in supporting, testing, troubleshooting, and improving platforms, databases, and management systems.
Knowledge of basic data management principles, including data accuracy, consistency, and appropriate use of information systems.
Ability to communicate technical information clearly to both technical and non-technical audiences.
Working knowledge of, or the ability to quickly learn, case management, volunteer management, and donations management processes in disaster response and recovery settings.
REGISTRATION, CERTIFICATION OR LICENSURE:
Complete and obtain certification in IS-100, IS-200, ICS 300/400, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as may be determined.
Valid Texas Driver's License.
