About Colorado Energy & Carbon Management Commission (ECMC):
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorados natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMCs mission is to do so in a way that protects the environment, public health, safety, and welfare.
The Colorado Energy and Carbon Management Commission (ECMC) Orphaned Well Program (OWP) identifies, prioritizes, and addresses "Orphaned" oil and gas Wells, Sites, Flowlines and Production Facilities for which there are no known responsible parties or for which financial assurance instruments have been claimed. If not addressed, these Orphaned Sites have the potential to impact surface and groundwater resources, impair a surface owner's farming or ranching activity, harm wildlife, discharge atmospheric Green House Gases (GHGs), or endanger the public. Contract Tasks are detailed in each contract and can include any combination of:
Admin and training travel (ATRV) contractor admin expense, such as bonds, permits, or Davis Bacon compliance (ACTR) on-location flowlines and decommissioning (DCOM) environmental remediation (EREM) environmental sampling and analysis (ESAM) field equipment (FEQP) field supplies (FSUP) legal fees (LEGL) off-location flowlines (OFFL) other well work besides plugging (OTHR) plugging, including methane monitoring (PLUG) and initial reclamation and ongoing maintenance (RECL).

This is a new position required to meet the mandates of new Federal Grants (IIJA03 Formula Grant Phase 2 and DOI IIJA Performance Matching Grants). This includes preparing contract documents and overseeing Contractor's daily field operations including but not limited to PLUG, DCOM, ESAM and OFFL and will include invoicing as described in the contract documents for each Contract.

Minimum Qualifications:
Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years
AND
Must be able to calculate freepoint, displacements and downhole pressure for various fluid densities onsite of field locations.
