About Colorado Energy & Carbon Management Commission (ECMC):

The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorados natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMCs mission is to do so in a way that protects the environment, public health, safety, and welfare.

The Colorado Energy and Carbon Management Commission (ECMC) Orphaned Well Program (OWP) identifies, prioritizes, and addresses "Orphaned" oil and gas Wells, Sites, Flowlines and Production Facilities for which there are no known responsible parties or for which financial assurance instruments have been claimed. If not addressed, these Orphaned Sites have the potential to impact surface and groundwater resources, impair a surface owner's farming or ranching activity, harm wildlife, discharge atmospheric Green House Gases (GHGs), or endanger the public. Contract Tasks are detailed in each contract and can include any combination of:

Admin and training travel (ATRV) contractor admin expense, such as bonds, permits, or Davis Bacon compliance (ACTR) on-location flowlines and decommissioning (DCOM) environmental remediation (EREM) environmental sampling and analysis (ESAM) field equipment (FEQP) field supplies (FSUP) legal fees (LEGL) off-location flowlines (OFFL) other well work besides plugging (OTHR) plugging, including methane monitoring (PLUG) and initial reclamation and ongoing maintenance (RECL).

Description of Job

This is a TERM LIMITED PSRS II position funded through December 2028.

This is a new position required to meet the mandates of new Federal Grants (IIJA03 Formula Grant Phase 2 and DOI IIJA Performance Matching Grants). This includes preparing contract documents and overseeing Contractor's daily field operations including but not limited to PLUG, DCOM, ESAM and OFFL and will include invoicing as described in the contract documents for each Contract.

Specific job duties include but are not limited to:

  • Participate in site selection and task identification for preparation of accurate contracts that will include providing a scope of work prepared collaboratively with other members of the team and negotiating cost estimates from contractors with State contracts and approved price sheets.
  • Prior to Field Operations the person in this position may be required to visit the sites to identify unknown conditions that may affect the work, knock on doors in some cases to let residents know about plans and clearly identify access routes and other requests by landowners to the extent possible.
  • Responsible for contractor scheduling and field performance, and serving as representee of the State of Colorado and the Director for all activities on site.
  • Will work with the OWP Finance liaisons to ensure accurate contracts and payments are tracked.
  • Responsible for verifying that all tasks of work were completed per the contract and complete invoicing is submitted at the completion of the project, which often includes tracking down any missing documentation.

Minimum Qualifications:

Experience Only:

Six (6) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years

AND

Must be able to calculate freepoint, displacements and downhole pressure for various fluid densities onsite of field locations.

  • Proficient in using Microsoft Office and Google Suite, specifically Excel and Sheets.
  • Experience with contracts and/or invoicing.
  • Profile preparation for waste disposal.
  • Experience with excavation and/or heavy equipment operations.
  • Experience auditing/reviewing forms/applications for compliance and correctness.
  • Experience reading and interpreting rules, guidelines, legal documents, statutes and policies.
  • Professional level writing, research and communication development skills.
  • Experience converting technical content into plain language content for diverse stakeholders.
  • Customer service experience, previous public service experience, experience dealing with public, experience with complaint intake/response.

  • Hybrid: This is a hybrid position will work from a home office and will be conducting field work in their assigned area with occasional in-person meetings as directed by their supervisor.

Conditions of Employment:

  • Must have and maintain residency in the State of Colorado at time of application.

  • Must be willing and able to work at field locations at time critical points in projects to oversee work and make real-time calculations.

  • Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position
