Position Summary: The Telecommunications Engineer Specialist (VOIP) provides Tier III engineering support for the design, implementation, and sustainment of secure Voice over IP (VOIP) and Unified Communications (UC) systems. This role ensures highly available, secure, and compliant voice and collaboration services across classified and unclassified environments within the DISA Enterprise Voice and Video Services (EVVS) framework.

The primary platform components in scope include:

  • Cisco Unified Communications Manager (CUCM) – enterprise call control
  • Cisco Unity Connection (CUC) – voicemail and auto-attendant services
  • Cisco Emergency Responder (CER) – E911 / dispatchable location compliance
  • Cisco Expressway / Unified Border Element (CUBE) – SIP trunking, remote access, and B2B federation
  • Cisco Jabber / Webex for Government – softphone and collaboration client services
  • Session Border Controllers (SBCs) – security boundary for SIP trunk interfaces

Key Responsibilities

Engineering & Operations

  • Design, deploy, and maintain enterprise VOIP and UC systems
  • Provide Tier III engineering and troubleshooting support for voice, video, and collaboration services
  • Integrate VOIP systems with CUCM, CUC, Expressway/CUBE, SBCs, and SIP trunks
  • Support classified and unclassified environments, including NIPRNet, SIPRNet, and JWICS, as mission requirements dictate.
  • Perform system monitoring, performance tuning, capacity planning, software upgrades, and lifecycle refreshes.

Cybersecurity & Compliance

  • Implement and maintain cybersecurity controls in accordance with DISA STIGs, including the Voice Video over IP (VVoIP) and Cisco UCM STIGs, as mandatory ATO maintenance requirements.
  • Apply Risk Management Framework (RMF) controls in accordance with organizational cybersecurity requirements; contribute to system security plans (SSPs), security assessment reports (SARs), and Plans of Action and Milestones (POA&Ms).
  • Implement Zero Trust principles for voice infrastructure in accordance with established Zero Trust strategies and reference architectures.
  • Integrate VOIP systems with SIEM platforms (e.g., Splunk) to support continuous monitoring requirements, including call record logging, authentication event monitoring, and toll fraud detection.
  • Ensure compliance with Section 508 accessibility requirements (ICT Standards and WCAG 2.1) across all UC deployments and upgrades; conduct VPAT reviews for new platform components.
  • Support IPv6 readiness across VOIP infrastructure in accordance with OMB Memo M-21-07 and IPv6 implementation roadmap requirements.

Emergency Communications

  • Administer Cisco Emergency Responder (CER) to ensure compliance with Kari's Law (2018) and the RAY BAUM'S Act requirements for direct 911 dialing and dispatchable location routing across all facilities.
  • Support incident response, continuity of operations (COOP), and disaster recovery planning and execution for voice services.

Documentation & Coordination

  • Develop and maintain technical documentation, network diagrams, SOPs, configuration baselines, and as-built records for all VoIP and UC systems.
  • Coordinate with DISA, the CIO, OIG mission stakeholders, and UC platform vendors to plan and implement system changes, upgrades, and service requests.
  • Participate in change, incident, and problem management processes consistent with ITIL service management practices

Required Qualifications

  • Bachelor's degree in Telecommunications, Engineering, Computer Science, or a related field, or an equivalent combination of education and professional experience.
  • At a minimum of 5 years of hands-on experience supporting enterprise VOIP or Unified Communications systems, with demonstrated Tier III engineering capability.
  • Proficiency with Cisco CUCM, including dial plan design, call routing, Class of Service (CoS), SIP trunk configuration, and integration with Unity Connection and Expressway/CUBE.
  • Working knowledge of IP telephony protocols: SIP, H.323, MGCP, RTP/SRTP, and SCCP, along with associated QoS mechanisms (DSCP marking, queuing, and policing).
  • Experience with DoD or federal IT environments, and familiarity with DoD network architecture (NIPRNet, SIPRNet) and operational security requirements.
  • Ability to obtain and maintain a DoD security clearance at the Secret level; TS/SCI eligibility is required for personnel supporting the JWICS voice infrastructure.

Required Certifications

  • DoD 8140/8570-compliant baseline certification at IAT Level II or higher: CompTIA Security+ CE, CASP+ CE, or an equivalent certification approved per the DoD Approved Baseline Certifications list.
  • Cisco CCNP Collaboration (required): demonstrates validated competency in the core Cisco UC platform stack used in the DISA EVVS environment

Preferred Qualifications

  • Direct experience supporting enterprise voice and video services, including operational knowledge of unified communications service delivery processes and secure configuration implementation.
  • Experience supporting Unified Communications in an oversight, audit, or law enforcement environment, with familiarity with call recording, chain-of-custody, and investigative access-control requirements.
  • Experience implementing voice cybersecurity controls and secure configuration standards for Cisco Unified Communications environments within classified or highly secure enterprise environments.
  • Experience in Cisco Emergency Responder (CER) administration, E911 design, and multi-line telephone system (MLTS) compliance under Kari's Law and the RAY BAUM'S Act.
  • Familiarity with cloud-based UC solutions and hybrid architectures, including Webex for Government (FedRAMP High) and Microsoft Teams GCC High with Direct Routing enabled.
  • Experience with SIEM platforms (Splunk preferred) for voice infrastructure log integration, compliance monitoring, and anomaly detection.
  • Knowledge of IPv6 implementation requirements and dual-stack or IPv6-only VOIP configuration.

Preferred Certifications

  • Cisco CCIE Collaboration – advanced validation of enterprise UC engineering expertise.
  • ITIL Foundation (v4 or higher) – supports ITSM-based service delivery within a DoD operational environment.
  • Certified Information Systems Security Professional (CISSP) – applicable to personnel with significant RMF/ATO duties or those performing security-relevant UC architecture functions.
  • CompTIA CASP+ CE – meets DoD 8140 IAT Level III requirements for personnel with privileged access to classified UC systems.
