KBR supports the US Space Force/Air Force Research Laboratory's ASTRO (Advanced Space Technology Research and Optimization) contract to provide mission equipment operations, maintenance, and upgrades to the USSF's AMOS site in Maui, Hawaii. The AMOS site plays a vital role in national security by monitoring man-made objects in space and continuously developing next-generation capabilities to keep pace with an increasingly congested and contested space domain. This presents an incredible opportunity to push the boundaries of space and telescope technologies and have a direct impact on the USSF mission.

Key Responsibilities:

Supports high-tempo mission support and operations to mixed operations and research site providing cutting edge capabilities to the USSF. Provides expertise in areas of planning, cost analysis management and maintenance of program schedule within a dynamic and rapidly evolving environment.

  • Collaborates with technical and programmatic experts to develop resource constrained execution plans to meet mission needs for site activities and projects. Flows down ASTRO requirements to create projects to address risks and improve long-term system sustainability and stability. Assists ASTRO staff in documenting requirements, ensuring requirements are complete, dependencies/interfaces are identified, and resource assignments are deconflicted and prioritized across the entire program.
  • Maintains and updates the Site's Integrated Master Schedule (IMS) in coordination with the Experimental Equipment Maintenance Manager. Assists with planning to manage obsolescence, end-of-life, and refurbishment requirements for all the mission equipment. Supports system trade studies to fine tune requirements or select the best option among many choices. Coordinates with the Government to select the appropriate critical factors and weights.
  • Assists Government and ASTRO staff in developing requirements, documenting those requirements, and supporting verification and validation at all stages of system development. Assists with coordinating across various projects, resource scheduling, and optimizing use of Government resources to accomplish the mission.
  • Assists team members in assessing and minimizing resource risk when planning and executing multiple projects. Works closely with Government and KBR staff to establish project milestones and requirements and translate those into detailed resource-loaded schedules.
  • Tailors resource scheduling based on Agile scheduling principles to promote flexibility while maintaining high confidence in delivery of technical solutions.

Work Environment:

  • Location: KBR supports work from home when compatible with meeting contract requirements. ASTRO supports a dynamic work environment with routine activities but requires adaptability to respond to real-world events. To the extent possible, schedules are forecasted in advance, but upgrades, maintenance or significant tests require personnel to be present in the telescope facilities on Haleakala.
  • Travel Requirements: Minimal travel expected.

Qualifications:

Required:

  • Security Clearance: TS/SCI
  • Experience working closely with technical experts and translating requirements to project schedules
  • Deep knowledge of DoD planning and scheduling processes, including Agile processes and tailoring rigor to project complexity
  • Deep knowledge of project planning, scheduling, and tracking including proactive risk management and addressing/resolving challenges that arise in execution
  • Experience planning development of complex engineered solutions and working with technical staff to develop life-cycle plans for execution and sustainment of evolving capabilities
  • Anticipates customer issues; recommends product, process or service improvements. Has advanced expertise in DOD, Agency, and/or industry standards and engineering requirements, advises colleagues on interpretation of standards within the context of Group's contract objectives
  • Strong communication skills to convey complex ideas, anticipate potential objections and persuade others, often at senior levels, to influence decisions
  • Bachelor's degree or the equivalent combination of education and experience
  • Program Management Professional certification
  • Minimum 15 years of relevant experience with technical program management

Basic Compensation: $125k to $160k (For Hawaii Only)

The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
