Role: Technical Program Manager
Location: San Francisco, CA- Onsite
Duration: 6 months contact with possible extension
Pay Range: $75 - $80/hour on w2

 
Program Overview:
We are seeking experienced Technical Program Managers to support a large-scale Google Cloud Platform (GCP) modernization program spanning three workstreams: Data Delivery, AI/ML Insights, and Cross Workstream. TPMs will work closely with internal workstream leads, technology partners, and executive stakeholders to drive program delivery, governance, and cross-program integration.
 
Role Summary:
The TPM will be embedded within the GCP PMO under the direction of the GCP Program Lead, aligned to a specific track (Data Delivery, AI/ML, Cross Program Integration, Infra, or Google Transformation). Each TPM owns end-to-end program management execution within their track and contributes to overall program governance, agile delivery cadence, and continuous improvement.
 
Key Responsibilities:
Reporting & Program Health
  • Own and maintain Steerco decks including workstream status, KPI scorecards, RAID highlights, and dependency status.
  • Develop and publish weekly program health scorecards with RAG status across Scope, Schedule, Quality, and Resources.
  • Produce weekly workstream status reports in coordination with workstream leads; maintain effective status reporting at multiple levels.
  • Prepare monthly executive summary for program sponsors.
  • Maintain version-controlled program baseline updated after every major change.
 
Finance & Resource Management
  • Track actuals vs. plan by workstream and partner on an ongoing basis; ensure alignment to approved AOP budget.
  • Flag variances and escalate budget risks proactively.
  • Generate and maintain project forecasts in PM systems, including monitoring actualization and analyzing resource needs.
  • Facilitate resource coordination and efficient allocation to ensure well-supported project teams.
 
Inter-Program Integration
  • Maintain dependency register for other programs including committed deliverables and dates.
  • Own escalation path when GCP delivery risk threatens downstream program timelines.
  • Drive cross-program governance forum ownership and cadence.
  • Facilitate cross-team collaboration and communication to mitigate dependencies and promote continuous integration and delivery.
 
Planning & Execution Cadence
  • Develop and maintain the program management plan including kick-offs, milestone gates, and execution rhythm.
  • Drive sprint and release planning cadence across all workstreams; promote and advance agile methodologies.
  • Facilitate quarterly planning processes and coordinate teams for strategic task planning and dependency management.
  • Lead milestone gate reviews with clear Go / No-Go criteria per release.
  • Ensure alignment and synchronization of multiple agile teams toward common program goals.
  • Track all action items and ensure follow-through accountability.
 
RAID Management
  • Maintain risk register with probability × impact scoring, mitigation owner, and resolution dates; identify, assess, and mitigate project risks.
  • Manage active issue log with owner and escalation path; manage and resolve impediments.
  • Document assumption log with validation checkpoints and decision log capturing all program decisions with rationale, approver, and date.
  • Flag cross-program risks as program-level items.
  • Conduct weekly RAID reviews, ensure real-time issue logging, and escalate within 48 hours.
 
Vendor & Quality Management
  • Expertise in vendor management and selection; coordinate with external delivery partners
  • Oversee project quality standards through rigorous testing and validation processes.
  • Drive continuous improvement in project management processes, tools, and methodologies.
 
Required Qualifications:
  • 7+ years of experience in Technical Program Management leading complex, large-scale technology programs from conception to completion.
  • Demonstrated experience supporting GCP-based modernization programs including data, AI/ML, or infrastructure workstreams.
  • Strong Tech Ops experience — familiarity with infrastructure operations, platform provisioning, and IT operations delivery.
  • Experience managing cross-functional programs with multiple workstreams and external vendor partners.
  • Expertise in RAID management, program governance frameworks, and executive reporting.
  • Experience with budget tracking and AOP/financial management in a program context, including project forecasting and resource actualization.
  • Strong facilitation and stakeholder management skills up to C-suite level.
  • Proven track record delivering large-scale projects with exceptional leadership across cross-functional teams.
  • Proficiency in program management tools: Jira, Confluence, Smartsheet, or equivalent.
  • Proficiency in AI Tools : Claude or Equivalent
  • Strong advocate for agile principles with hands-on experience driving agile delivery across multiple teams.
 
Preferred Qualifications:
  • Experience with GCP services including BigQuery, Looker, Spanner, Kong AI Gateway, or GML frameworks.
  • Familiarity with ML pipeline delivery and BI modernization programs.
  • PMP, PgMP, or equivalent program management certification.
  • Experience working in a managed services or MSP-driven delivery model
