EDUCATION AND EXPERIENCE
Bachelor's degree in Computer Science or equivalent experience
Minimum (10) ten years of IT experience
Minimum (8) eight years of experience in a project manager role, managing projects from conceptualization through delivery – on time and on budget with full accountability and financial responsibility.
Minimum (5) five years of extensive hands-on experience managing large scale enterprise wide IT projects
Experience with and preparing project documentation such as detailed requirements, status reports, etc.
Proficiency with JIRA or similar project management tool
Advanced level of proficiency with MS Office applications including Excel, Word, Visio, Outlook, SharePoint and Power Point.
QUALIFICATIONS:
Proven experience managing the implementation and deployment of large scale enterprise wide projects
Experience working with multiple simultaneous projects/applications at various stages with competing priorities and shifting timelines
A good understanding and proven work experience with various SDLC methodologies
Proven experience managing projects using Agile and Waterfall
Project Management Professional (PMP) Certification, Certified Scrum Master (CSM) or similar accreditation highly desirable
Experience with delivering Intelligent Document Management projects highly desirable
Experience with delivering AI projects desirable
Ability to develop and maintain effective relationships with stakeholders, management, end users, project team members, and vendors
Strong cross functional leadership experience in a matrix environment
Ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business users
Knowledge and demonstrated ability to conduct detailed planning, and to perform risk assessments and develop associated risk mitigation plans
Excellent oral and written communication skills and presentation skills with an ability to elicit results from cross-functional teams
Expertise in conducting efficient and effective meetings
Proven exceptional project management experience across multiple timelines simultaneously
Solid working understanding of Government Security standards and Regulatory requirements

JOB DESCRIPTION:
EOHHS IT CTO is looking for a Technical Project Manager to lead and manage IT project tasks in support of the business-driven, customer service-oriented approach to providing IT services across the Secretariat. This is an exciting opportunity to join a highly skilled team and contribute to critical and highly visible projects .
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
Work with IT and stakeholders to develop effective plans with tasks, detailed milestones and activities.
Review architectural documents, manage system dependencies, and collaborate with technical resources to ensure solutions are scalable and resilient.
Manage the tasks between the project teams and the Chief Technology Office resources.
Coordinate and orchestrate multiple project activities for adherence to project plans and goals.
Report status and risks on a regular basis to the Project Management team and stakeholders.
Collaborate with agency business leaders to develop and maintain ongoing release schedules.
Assist in defining project objectives and strategize with key stakeholders.
Deliver results against established timelines, deliverables, tasks, dependencies, and associated technical specifications.
Collaborate with Project Managers in developing detailed plans, work breakdown structures, project checklists and budgets to meet established time frames, funding, and staffing availability.
Prepare and execute comprehensive supporting plans in the areas of quality control, risk management, change management, testing, and other associated areas.
Manage process to include monitoring workstream scope and change control processes.
Perform work in keeping with industry and internal standards, guidelines, and practices.
Prepare remediation plans and communicate with external stakeholders and internal partners to resolve issues.
Develop and maintain reports that effectively monitor the status of the project.
Adhere to established Commonwealth policy and procedures with respect to project management methodology, quality assurance, and other related standards.
