GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) seeks a highly qualified Emergency Communications Lead Technician for the District 5 (north-western Wyoming) region. This position provides oversight and expert systems support for emergency communications infrastructure in WYDOT District 5, including radio communications, telephone, and data wiring, and wireless Ethernet and WIFI to roadside essential to the mission of law enforcement and other public safety agencies to ensure the safety of the traveling public.

This position will provide Lead Technician oversight to two (2) technicians and must be able to go to the field to correct problems. This position must be able to attain all required certifications.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Plans oversees, and performs the technical integration, installation, repair, monitoring, and maintenance of Public Safety land mobile radio systems and related equipment within designated areas.
  • Plans oversees, and performs the technical integration, installation, repair, and maintenance of data circuits & networks within designated areas.
  • Maintains and prepares all area field Emergency Communications parts, inventory, test equipment, and records within the designated area.
  • Assists in preparing yearly Emergency Communications budget for needs within designated areas.
  • Maintains proper files and configurations of equipment in various databases and methodologies.
  • Oversees assigned technicians and contractors and participates in installation, modification, maintenance, and repair of emergency communications buildings, sites, towers, cabling, and power including generator sets, electrical wiring, battery banks, fuel systems, grounding systems, and related safety equipment.
  • Performs inspections and support of State-owned infrastructure located in city, county, and privately owned (leased) facilities, and assists said entities with issues found.
  • Provides technical support to other technicians statewide and reports to the System Manager and Program Manager for a balanced scorecard.
  • Directly responsible for approximately 475 mobiles, portables, and base systems.
  • Monitors daily wireless Ethernet nodes; on call or subject to call-out for critical systems including radio communication from network backbone to roadside.
  • Confers with non-emergency Communications planners and communications system users.
  • Assists Emergency Communications staff in other Districts, as needed, anywhere within the State of Wyoming, involving occasional overnight stays away from home.
  • May occasionally and infrequently serve as a local District supervisor for short periods during the absence of the Emergency Communications Systems Supervisor.

Qualifications

PREFERENCES:

Preference may be given to a candidate with a degree in Telecommunications, Information Technology, Network Administration, Electronics, or a closely related field plus 6 - 8 years of experience in this field, along with supervisory responsibilities.

F.C.C. General Radio Operators License GROL or equivalent certification required within nine (9) months of employment.

State of Wyoming Class C Drivers License required

KNOWLEDGE:

  • Knowledge of antenna theory and practical application, operation, and characteristics of the coaxial feed line and wave guide, frequency selective components, Transient Voltage Surge Suppression devices, RF oscillators, AM/FM/PM Transmitters, amplifiers, and receivers.

  • Ability to use related test equipment such as voltmeter, megohmmeter tester, communications service monitor, time domain reflect meter, spectrum analyzer, inline or terminating wattmeter.

  • Knowledge of RF safety principles, tower climbing, and high-traffic work zones.

  • Skills in vehicle electronics and vehicle construction sufficient to allow the safe and efficient integration and maintenance of non-OEM equipment and systems in various types/models of light, medium, heavy-duty vehicles and specialized equipment such as dozers, snow blowers, stripers, loaders, tractors without damaging or debilitating OEM systems or creating safety hazards.

  • Ability to dismantle and re-assemble major components of vehicle interior such as seats, dashboard, headliners, rear deck/seats, and A/B/C pillar trim pieces without breakage.

  • Ability to efficiently maintain and repair to high standards all mechanical and electrical systems commonly found at Emergency Communications sites including emergency standby Generators, propane delivery/regulation systems, HVAC Systems, high current DC Rectifier systems, battery banks, high-security door locks, auxiliary cooling fans, electrically powered louvers, roofing systems, flooring, siding, structural members, intake/exhaust snorkels, halo/single point grounding systems, Transient Voltage Surge Suppression Systems (TVSS), automatic generator transfer switches, AC distribution panels.

  • Knowledge of basic ground management practices to maintain emergency communications sites free of weeds/brush, vermin, and other hazards while complying with landowner requirements/ restrictions and applicable legal requirements.

  • Strong knowledge of leadership and motivational techniques in order to obtain the highest results from employees who possess a wide range of abilities and skill sets.

  • Ability to provide effective on-the-job training on a wide range of subjects to learners of diverse backgrounds and widely varying skill levels.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in Telecommunications)

Experience:

1-3 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Principal

Certificates, Licenses, Registrations:

Some agencies may require a Class A Commercial Drivers License

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Senior Technical Operations Technician

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Subject to call-out for outage repairs 24/7 to any location in the State. May occasionally be placed in on-call status for short periods when needed to meet agency needs.
  • Ability to safely operate 4-wheel drive vehicles towing trailers with a gross combined weight of up to 25,999 lbs on-and off-road during periods of inclement weather and hazardous road conditions.
  • Ability to travel several miles across extreme snow-covered terrain during periods of inclement weather using snowshoes or other means.
  • Ability to operate various types of Snowcats in extreme snow conditions and terrain to access remote communications sites 24/7/365 as needed.
  • Travel to remote and/or difficult-to-access communication sites by special-purpose vehicles and/or on foot, and the ability to work effectively alone in remote areas at all hours in all weather conditions.
  • Ability to safely and confidently perform tower & antenna work at levels to 200, which requires good physical conditions and verification by physical examination; ability to safely pick up and carry 50-pound items.
  • Ability to effectively manage own time and to make reasoned decisions when confronted by unusual circumstances.
