Job Summary
As the Technical Capture Manager, you will be responsible for supporting business development and capture activities for Sparton. Sparton has a 100-year history of delivering advanced undersea warfare solutions. Looking for a motivated self-starter with DOD business development experience. Position requires the ability to interoperate customer goals and mission requirements into winning strategy for Sparton. Position required understanding of capture process, proposal writing, and ability to effectively communicate highly technical solutions to DOD customers. Experience with Navy preferred but open to broader DOD experience. Knowledge of maritime systems, sensor systems, and undersea warfare. Looking for someone with diverse Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Systems experience. Knowledge of SIGINT, EW, C2, EOIR, WAMI, and how various systems are used to sense, control, exploit, and disseminate actionable information to warfighters supporting a variety of missions. Experience writing white papers and working with matrix organizations to manage proposals through the Shipley gate process. We desire a results-oriented strategic thinker with a competitive drive focused on achieving results, strong business acumen, and the ability to quickly understand technical concepts. Resourcefulness in managing process-driven captures and the ability to build and maintain strong internal and external customer relationships are also key to success in this role. This position reports to the Vice President of Business Development.
Responsibilities and Tasks
Participate in business planning activities, including periodic pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews, black hat sessions, win theme and discriminator workshops, and proposal reviews. Oversee the business development and proposal phase. The BD Lead is responsible for managing all the activities necessary to transform qualified opportunities into wins. Develop new market initiatives, conducting competitive assessments, maintaining and executing capture strategies with detailed call plans and leading market survey responses. Responsible for the identification and shaping of research and development activities. Ability to write white papers, develop RFI, RFP, and present C4ISR concepts and proposals to US DOD customers. Strategic thinker with strong technical acumen and knowledge of Navy research and development. Working with a cross-functional team of resources for all aspects of the process, including shaping, developing, and constructing the solution and proposal, ensuring corporate alignment, management, technical solution management approach, past performance, teaming, contracts, sub-contracts, BOE pricing, and necessary approvals in accordance with Sparton policies and procedures.
Education, Experience, Licenses, and Certifications
Bachelors degree or higher with engineering, finance, business, or other technical fields of study. Typically 7 to 10 years of relevant experience with 5 years of demonstrated BD and capture activities. Must currently possess US Top Secret Clearance. Ability to coordinate proposals activity, including win-themes, wall walks, compliance. Conducting red-hat and black hat reviews for major captures. Capture involves effective transfer from identification and qualification to pre-proposal and proposal efforts, as well as post-proposal to award responsiveness and hot start transition to the program team. Must be able to work with small agile teams across the organization, contracts, security engineering, production, to align resources to address customer need. Experience with generating R&D programs, both large and small, and conduct long-term planning to transition development efforts into DOD programs. Working knowledge of US Government contracting, contract types, and procurement processes, and must be team-oriented and demonstrate strong reasoning and communications skills, both oral and written. Knowledge of FAR-based contracts and OTAs process. Ability to align company resources to respond to government solicitations. Demonstrated skills in all areas of business development, including opportunity qualification, capture strategy, customer visits, customer relationship development, relationship development with competition, team leadership, lead, and follow core business development processes. Experience with Customer Relationship Management (CRM) - Salesforce, Microsoft Dynamics, Office 365. Excellent communications skills, demonstrated through written and oral presentations, development of technical papers, volumes, or similar products. Familiarity with online tools used by the Federal Government for solicitations and sources of finding information on opportunities and competitive landscape. Experience in capturing large business development programs >$50M Total Contract Value, with emphasis on opportunity qualification and shaping into solution and proposal submission. Understanding of capture management best practices. Experience managing and writing proposals. Excellent organizational skills and ability to meet deadlines. Excellent presentation and verbal communication skills.
