The employee will be assigned to the Division of Water and Waste Management, Permitting / Stormwater section. The employee's assigned office will be located in Kanawha City. The employee will review applications for stormwater permit coverage for highway projects, natural gas pipeline projects, and other types of land disturbance. Serve as an expert on erosion/sediment control and slope stability. Determine if applications for permits contain established engineering standards and best management practices. Serve as the program's primary representative at public hearings. Travel to and assist the Public Information Officer at hearings, be responsible for receiving and reviewing comments from the public on proposed permits and draft the response to comments for the Director's signature. Testify on subject matter before the Environmental Quality Board or other jurisdictions. Responsible for planning, organizing and implementing the statewide programs in the area of assignment while maintaining a working knowledge of current federal and state regulations and laws, as well as, updating best management practices manual. Will also provide assistance to municipalities with separate storm sewer systems and participate in auditing technical aspects of permit compliance when called upon by Environmental Enforcement Inspectors.

Technical Analyst Series Duties

  • Review applications for land disturbance permits. This includes analyzing the Storm Water Pollution Prevention Plan, best management practices, engineering plans and other associated documents. Preparing technical corrections to request revisions or additional information, as needed to meet compliance with the State's requirements and guidelines.
  • Travel to and assist Public Information Officer at hearings open to the public regarding proposed land disturbance permits.
  • Receive and organize comments from the public concerning permit applications. Draft response to comments for the Direction's consideration.
  • Conduct pre-application meetings with companies interested in obtaining permits for pipeline installation.
  • Assist the task force formed to help small municipalities with stormwater management challenges by providing technical review of proposed drainage plans.
  • Provide compliance audit assistance for permits under review through coordination with Environmental Enforcement Inspectors.
  • Perform other duties as assigned.

Special Requirements: Preference will be given to applicants with expert knowledge on slope stability, storm water management principles and methodologies, earth-moving construction procedures and methodologies, knowledge of erosion and sediment control methods, procedures and methodologies, knowledge of state and federal laws regarding storm water NPDES permitting and the ability to analyze design plans, topographic mapping and visual 3D objects from 2D patterns. The employee must be able to communicate with individuals, inside and outside of the agency, while always maintaining professional conduct. The employee must demonstrate the ability to develop and maintain professional relationships with agency staff and personnel.

Expectations:

  • Qualifying applicants will be required to complete an internet based profile assessment to compare the applicants thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.

  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.

Minimum Qualifications

Training: Bachelors degree from an accredited college or university with a major in Engineering.

OR

Substitution: Bachelors degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.

AND

Experience: Four (4) years of full-time or equivalent part-time paid employment in engineering.

OR

Substitution: Master's degree in engineering may substitute for two (2) years of the required experience.

Special Requirement: A valid driver's license is required.
