The employee will be assigned to the Division of Water and Waste Management, Permitting, General Permits and Support Team. The employee's assigned office will be located in Kanawha City. Under general supervision of a Senior Technical Analyst, the employee performs administrative work for a wide variety of engineering services within a team environment.
The employee will develop Draft General Water Pollution Control Permits for Public Notice and Issuance for a variety of industrial activities and domestic wastewater disposal systems. Employee will serve as technical expert for the General Permits Team and will also assist in processing General Permit Registration Applications to ensure compliance with applicable State and Federal Water Pollution Control Laws and Regulations and utilize sound engineering practices.
Employee will conduct field reviews and meet and correspond with the permit applicants as necessary and will have regular contact by phone and in person with the applicants, permittees, and other agency personnel and the public. Employee will, in conjunction with Environmental Enforcement, initiate administrative enforcement action for violators and appear before the WV Environmental Quality Board and Courts, if necessary, to testify on behalf of the agency. Employee will perform other related duties as required or assigned.
Technical Analyst Series Duties
Special Requirements: Preference will be given to applicants with experience and working knowledge of wastewater treatment systems, and knowledge of state and federal laws regarding NPDES permitting, and the ability to analyze design plans, topographic mapping and wastewater treatment systems. Employee must be able to communicate with individuals, inside and outside of the agency, while always maintaining professional conduct. The employee must demonstrate the ability to develop and maintain professional relationships with agency staff and personnel.

Minimum Qualifications
Training: Bachelors degree from an accredited college or university with a major in Engineering.
OR
Substitution: Bachelors degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.
AND
Experience: Four (4) years of full-time or equivalent part-time paid employment in engineering.
OR
Substitution: Master's degree in engineering may substitute for two (2) years of the required experience.
Special Requirement: A valid driver's license is required.
Other Information
Special preference given to applicants with a degree in Chemical, Civil, Electrical, Environmental, or Mechanical Engineering.
